Present:  Justina Carlson, Chair; William Carlson, Neil Gadwa, Jim Hood, Lori Vanderschmidt

Chair Justina Carlson called the meeting to order at 7:07 p.m.

Water Operations Report
Roy Maher gave the WhiteWater Operations Report of September 10, 2013.1   He discussed the tank beacons, gave the pumping statistics for July and August, reported on the COA meter, and said that the tank had been routinely treated with chlorine for the month.  

BWC Office Report
Michaela Miteva presented the September 10, 2013 Office Report. 2  She included the latest finances; the upcoming FEMA management assessment visit to the Wellfleet Municipal Water System; a Silent Spring presentation on October 2, 2013; fourteen abutter applications and four potential applications for Phase II expansion; and an update on easements for private roads.  Justina Carlson commended Miteva for her work in preparing the easements for Baker Ave. and Freeman Ave.  

The budget pages from the accountant were included in Miteva’s report.  Hood had questions on the repair and maintenance line.  The high amount spent so far was the result of two leaks that had been detected.

USDA Funding Update
Because he was unable to attend the meeting, Paul Millett of Environmental Partners Group (EPG) had sent an e-mail update 3 on progress for USDA funding.  The actual closing on the loan will not happen for several months after the beginning of construction, Michaela Miteva said.  Bids for the expansion project are due on September 30, 2013.

150 Commercial Street Water Bill
BWC members reviewed a letter from the homeowner of 150 Commercial Street4 regarding an unexplained increase in a monthly meter reading from last year.  Because such a long period of time has elapsed, the Board had a hard time determining what course of action to take.  

Affordable Housing Connection Fees
The Board compared a Main Street affordable housing unit which in on the Municipal Water System to the Holbrook Avenue owner’s request for an abatement for affordable house.  Bill Carlson said that he will review the classifications for property connections in the Municipal Water System Regulations and formulate a proposal for an Affordable Housing category.

Non-abutters Water Needs
Neil Gadwa discussed water needs for non-abutters to the system, specifically 420 Chequessett Neck Road, which has high nitrate levels.5   The Board discussed possible ways a connection could be made.  In order to come up with a plan, the BWC would first like to obtain their usage statistics.  The manager of the Condominium Trust will come to a BWC meeting to discuss a solution for a connection.  

BWC Staffing Needs
Justina Carlson reviewed the presentation that the BWC had made to the Selectmen.  The requests for staffing needs were met well, Chair Carlson said.  She proposed recommending to the Town Administrator that Michaela Miteva submit time sheets and be paid an hourly wage.  Payment can be made from the Enterprise Fund, but Administration has to approve the position.   

Lori Vanderschmidt moved, as an interim solution, to pay Michaela Miteva for hours worked at $30 an hour using time sheets and that she be paid retroactively from July 1, 2013.  Gadwa seconded, and the motion carried 5-0.  

Minutes of 8/13/13
Bill Carlson moved to approve the minutes of August 13, 2013.  Justina Carlson seconded, and the motion carried 5-0.

The meeting was adjourned by consensus at 8:45 p.m.
