Present:  Justina Carlson, Chair; William Carlson, Neil Gadwa, Jim Hood, Lori Vanderschmidt

Chair Justina Carlson called the meeting to order at 7:04 p.m. and opened the public hearing.

Collection Policy
Justina Carlson read the proposed addition to the Wellfleet Municipal Water System Rules & Regulations Collection Policy, Section 101.  The Water Commissioners, at the suggestion of Town Administrator Harry Terkanian deleted a phrase.

Justina Carlson closed the public hearing at 7:07 p.m.

Jim Hood moved to approve the proposed change to the Wellfleet Municipal Water System Rules and Regulations, Section 10 – Collection Policy as amended.  Justina Carlson seconded, and the motion carried 5-0.

Request for Affordable Housing Category
Eric Martinson, who had requested a different category for a connection to his 159 Holbrook Avenue property which is used for four-unit, low income affordable rental housing, was present to discuss his proposal with the Board of Water Commissioners.   His correspondence2 with the Board dated back to 2010.  The Water Commissioners referred him to the Affordable Housing Authority.  Mr. Martinson said he was willing to work with Town boards to arrive at a suitable plan for connecting to the Municipal Water System.  

WhiteWater Reports
Russell Tierney of WhiteWater was present to explain the Vulnerability Assessment Information, 3 which is required by USDA.    Jim Hood said he would complete the check list with the assistance of Neil Gadwa, and WhiteWater will review it.  Roy Maher gave the August 13, 2013 WhiteWater Operations Report.4  He reviewed  hydrant maintenance, the microwave dishes on top of the tank, pumping data for June and July, and other work performed during July.  

BWC Office Report
Michaela Miteva presented the August 13, 2013 Office Report.5   It included revenue,  conditions for the USDA grant, new applications, engineering plans for Phase II, a mistake in the plans for Hiller Avenue, and correspondence regarding an abatement.  

USDA Funding
Michaela Miteva updated the Board on progress with EPG on meeting the USDA funding requirements.

Staffing Needs
Justina Carlson said that the Water Commissioners would present the staffing needs to the Selectmen at the next BOS meeting.  Jim Hood had prepared a memo to the Selectmen that included staffing needs and made suggestions for procedure.

Cape Cod Commission Hearing
Bill Carlson said there will be a hearing on regulation of fertilizers Cape-wide on August 21, 2013 at 6:30 p.m. at the Cape Cod Commission in Barnstable.     

Minutes
Bill Carlson moved to approve the minutes of July 30, 2013.  Jim Hood seconded, and the motion carried 5-0.

Adjournment
Justina Carlson moved to adjourn the meeting at 8:40 p.m.
