Chair Justina Carlson called the meeting to order at 7: 04 p.m.  

Town Administrator’s Concerns
Town Administrator Harry Terkanian reported to the Water Commissioners on the contract with Environmental Partners Group (EPG).  He also discussed the possibility of grant money for the Mayo Creek Restoration Project that might assist water connections at Harbor Lights Condominiums.  There was a discussion of the distance from the curb stop and a connection fee estimate for Harbor Lights.    

Office Report
Coordinator Michaela Miteva presented the April 16, 2013 Office Report.1 In it, she covered expenditures and revenue; meters; the latest billing cycle; the Elementary School bill; OpenCape billing for electricity; and the OpenCape policies of the other towns.  

Hood moved to accept OpenCape’s formula to calculate electric charges at the tank with an added administrative charge.  Bill Carlson seconded, and the motion carried 4-0.

Phase II Connection Rates
Miteva reviewed two options2 for connection rates during Phase II of expansion of the system.   

Regulations
Justina Carlson reported on the last Board of Selectmen’s meeting, which she and Jim Hood attended.  They said that there was positivity on the part of the Selectmen.  The Water Commissioners discussed the possibility of regionalization on water and wastewater planning.  The Board set a date of June 4, 2013 for a public hearing on rates and public-private roads revisions in the Municipal Water System Regulations.  Town Administrator Harry Terkanian had offered suggestions for Regulations3 amendments, which BWC members favored.  

Property Transfer
Michaela Miteva reported on a transfer of property through a Living Trust. 4  The deferred payment agreement will have to be carried forward on the deed.  

Meter Pit
Roy Maher of WhiteWater had submitted a letter dated April 10, 20135 regarding the installation of a meter inside a house instead of in a meter pit. The Board would like to have Maher give a fuller explanation at the next meeting.

Town Meeting
Bill Carlson discussed the Annual Town Meeting Warrant Article on coverage for a deficit in the Fiscal Year 2014 Budget.  

Water System Staffing
Justina Carlson expressed concerns about maintaining the system with only one part time staff member.  BWC will contact the Personnel Board with a job description that needs to be officially accepted.  

Minutes of 4/2/13
Bill Carlson moved to approve the minutes of April 2, 2013.  Justina Carlson seconded, and the motion carried 4-0.

Future Member
Jim Hood said he knew of a potential Water Commissioner, who might attend a meeting.

Adjournment
Justina Carlson moved to adjourn.  Hood seconded, and the motion carried 4-0.  The meeting was adjourned at 8:50 p.m.
