Chair Justina Carlson called the meeting to order at 7: 04 p.m.
Water Operations Report
Roy Maher of WhiteWater reported on a second leak in the water main and distributed photographs1 of a leak that had been detected and repaired.. He gave the Water Operations Report of April 2, 2013, 2 which dealt with the leaks. The report also included information on two Commercial St. properties which are potential connections to the Water System. Another photograph3 showed the location of the septic system that had been completed for the properties. A connection would necessitate an exception for use of one curb stop for the two properties which now share a well and the septic system. The Water Commissioners plan on amending the Regulations before approving the connection.
Office Report
Coordinator Michaela Miteva presented the April 2, 2013 Office Report.4 She reviewed financials and arrangements with Open Cape for electricity usage at the Water Tank. 5 Miteva included a letter from Gary Delius of Open Cape dated March 25, 2013 with his suggestions. The office report also included a March 28, 2013 letter from National Seashore Superintendent George Price6 regarding acceptable water levels at the ponds, particularly Duck Pond.
Phase II Planning
There was a discussion of the fee schedule and discount system that had been created for Phase I. Board members considered offering a 50 per cent discount for Phase II connections. This discussion will be continued at another meeting. The Board reviewed their presentation given to the Board of Selectmen and discussed the next communication to the Selectmen. The EPG contract is an important item that needs to be considered with the Town Administrator and Selectmen.
Meter Protocol
Michaela Miteva said that she will be issuing and handling all meters for the system.
Baker Avenue Homeowners
Miteva distributed a draft letter7 to the Baker Avenue residents. The Board made suggestions for the letter inviting homeowners to a meeting on April 12, 2013.
Minutes of 3/19/13
Bill Carlson moved to approve the minutes of March 19, 2013. Justina Carlson seconded, and the motion carried 4-0.
Adjournment
Justina Carlson moved to adjourn. Dan Williams seconded, and the motion carried 4-0. The meeting was adjourned at 8:30 p.m.
