Present:  Justina Carlson, Chair; Jim Hood, William Carlson, Lori Vanderschmidt, Dan Williams; Water System Coordinator Michaela Miteva; Town Administrator Harry Terkanian

Chair Justina Carlson called the meeting to order at 7: 04 p.m.  

Office Report
Coordinator Michaela Miteva presented the March 5, 2013 Office Report.1  It included information on testing for pharmaceuticals, a letter from residents on Baker Ave. and a new date for meeting with the Board of Selectmen.  Lori Vanderschmidt reported on another study on contaminants in Cape Cod water. She said she would contact the preparer of the study for further information.  

Harbor Side Village
Jim Hood and Michaela Miteva will continue to try to make contact with a representative of Harbor Side Village to discuss a water connection.  

Private Road and Water Mains
BWC members will be meeting with the Selectmen on March 26, 2013.  The Water Commissioners plan to obtain agreements for easements from residents of Baker Ave.  Harry Terkanian said the Water Commissioners need the easements before any construction begins, but not necessarily before they meet with the Selectmen.  Justina Carlson will ask one of the Baker Ave. residents to gather the signed easement agreements from the Baker Ave. abutters.

Water Expansion Phase II Schedule
Paul Millett of Environmental Partners Group (EPG) had sent an email message dated March 5, 2013 2 regarding proceeding with the USDA grant funding for further expansion of the water system. The Board discussed regular communications with the Selectmen beyond submission of meeting minutes.  Harry Terkanian asked about EPG’s role in the development of the system and said he would like to review their original contract.  

Elementary School Water Usage
Justina Carlson addressed the Wellfleet Elementary School’s request for an abatement on their usage bill.  Michaela Miteva had come up with a solution about charging the school at a lower rate.  

Bill Carlson moved to revisit the February 19, 2013 vote on the school abatement and write to the Wellfleet Elementary School offering the lower rate as a one time exception.  Hood seconded, and the motion carried 5-0.  

EPG Construction Plans
The email from Paul Millett indicated that construction for the next phase could begin in the fall, assuming that the USDA grant is available as expected.  Michaela Miteva distributed maps of the expansion plans. 3

Expenditures
Jim Hood reviewed the expense accounts through January, 2013.  Miteva expected that the expenditures would be kept within budget this year.   Hood asked about the Warrant Article transferring money into the Water Enterprise Fund for Fiscal Year 2014.   The figure presented in the Article could be reduced at Town Meeting, Terkanian said.  

Pond Levels
Bill Carlson discussed a USGS modeling tool for pond levels.  The model predicted that pond levels could drop.  He said there was not necessarily a connection between the low pond levels and pumping at the wells.  He also said he would get more information on Eastham’s water plans.  Harry Terkanian said he had had an informal conversation with Eastham’s Fire Chief.  

Minutes of 2/19/13
Hood moved to approve the minutes of February 19, 2013.  Justina Carlson seconded, and the motion carried 5-0.

Adjournment
Justina Carlson moved to adjourn.  Hood seconded, and the motion carried 5-0.
The meeting was adjourned at 8:05 p.m.
