Wellfleet Board of Water Commissioners

Present:  Justina Carlson, Chair; Jim Hood, William Carlson, Lori Vanderschmidt; Water System Coordinator Michaela Miteva; Town Administrator Harry Terkanian

Chair Justina Carlson called the meeting to order at 7: 00 p.m.  

Office Report
Coordinator Michaela Miteva presented the Water Commissioners’ Office Report of February 19, 2013.1    She reviewed the financials, an update on Wellfleet Elementary School’s water usage,2  the beacons on the water tower, WhiteWater time sheets, dioxin sampling and the release of a deferred billing agreement.

Justina Carlson moved to deny an abatement to the Elementary School.  Hood seconded, and the motion carried 4-0.

There was consensus that the dioxin sampling should be undertaken with the WhiteWater recommended test.  

Review of Water System Office Operations
Justina Carlson distributed the current job description of the Executive Assistant for Water System Operations.3   The Board reviewed the essential functions list. They and Town Administrator Harry Terkanian discussed additional hours, the Personnel Board’s role in creation of new positions, budget concerns, pay grade and source of funds.    

Private Roads and Public Water Mains
Jim Hood and Justina Carlson had looked into easements for private roads prior to the meeting.  Harry Terkanian discussed the private property issues on private roads.  Easements are needed for individual property owners on private roads in order to lay water mains, he said.  At a minimum, the recording fee with the Barnstable Registry of Deeds should be required payment for abutters on private roads.  Justina Carlson said that the Water Commissioners should go before the Board of Selectmen to resolve the private road issues.  The agreement with Environmental Partners Group (EPG) still needs to be signed in order to proceed with the expansion project.  

Harborside Village
Michaela Miteva explained the WhiteWater statistics for water usage at Harborside Village. 4  Jim Hood had calculated usage fees and base fees if Harborside connects to the Wellfleet Municipal Water System.  The connection fee has yet to be settled.  Hood suggested they be connected as one entity but be billed for water usage on a unit by unit basis.  Michaela Miteva will contact the Harborside Village Board of Trustees and invite them to a BWC meeting to discuss the possibilities.  

Minutes of 2/5/13
Bill Carlson moved to approve the minutes of February 5, 2013.  Hood seconded, and the motion carried 5-0.

Adjournment
Justina Carlson moved to adjourn.  Bill Carlson seconded, and the motion carried 4-0.
The meeting was adjourned at 8:20 p.m.
