Present:  Justina Carlson, Chair; Jim Hood, William Carlson, Lori Vanderschmidt; Interim Town Administrator Timothy King; Town Accountant Marilyn Crary; Water System Coordinator Michaela Miteva; Dan Williams, Potential Member

Chair Justina Carlson called the meeting to order at 7:04 p.m.  and had everyone introduce themselves to Dan Williams, a potential BWC member.  

BWC Office Report
Water System Coordinator Michaela Miteva presented the BWC Office Report of October 16, 2012.1   She reviewed the finances to date; a proposal for decals for commercial and municipal properties; a November 6, 2012 hearing for a freeze at the 40% discount for connection; meeting with a representative from Harborside Village; and the October 18, 2012 meeting with Open Cape for the fiber optics installation on the water tower.  

History of the Municipal Water System & Water Enterprise Fund
Bill Carlson gave background information on the history of the system and development of the Water Enterprise Fund.  He emphasized how providing safe water to the town is a primary concern of the Water Commissioners.  He said that Provincetown’s water enterprise fund receives money from the Town’s General Fund each year.  The Board discussed use of the Wellfleet General Fund for the Municipal Water System.  Tim King suggested pursuing Community Development Block grants for low income customers.  

FY13 Budget Discussion, FY14 Budget Process
Jim Hood presented figures for the Fiscal Year 2013 Budget. 2   He reviewed lines of the worksheet, comparing FY12, FY13 and the FY14 proposals.  Tim King discussed getting the information to the Board of Selectmen as soon as possible.  The BWC will prepare a report to present to the Selectmen.  Jim Hood will continue to refine the budget worksheets.  Michaela Miteva said the Board also has to come up with figures for the Capital Plan for the Water System.   
        
Discussion on Water Rates for Large Condominiums
The Board will continue to discuss rates for large condominiums at another meeting.  They reexamined the possibilities for a Harborside Village connection.   
        
Silent Spring Presentation
Bill Carlson reported on the recent Silent Spring symposium's findings on substances in water.   
                        
Minutes of 10/02/12
Bill Carlson moved to approve the minutes of October 2, 2012.  Justina Carlson seconded, and the motion carried 4-0.

Adjournment
Justina Carlson moved to adjourn.  Jim Hood seconded, and the motion carried 4-0.  The meeting was adjourned at 8:25 p.m.
