Present:  Justina Carlson, Chair; William Carlson, Lori Vanderschmidt; Water System Coordinator Michaela Miteva; Town Administrator Paul Sieloff

Chair Justina Carlson called the meeting to order at 7:00 p.m.  

BWC Office Report
Michaela Miteva distributed the BWC Office Report of August 21, 2012. 1 She reviewed: applications, inquiries about expansion, an unpaid lien, and Cumberland Farms' continued interest in installing a water line to their Rte. 6 property.   

Bill Carlson moved to approve a deferred payment for 149 Commercial St.  Vanderschmidt seconded, and the motion carried 3-0.

FY14 Budget Planning
Justina Carlson discussed the outlook for Municipal the Water System for next year.  Michaela Miteva and Jim Hood have been doing preliminary work on the Fiscal Year 2014 Budget.  The Board was considering a betterment system, Justina Carlson said.  The current business model does not work, she said.   Paul Sieloff and the Board agreed that a five-year projection for the Water System Budget.  Lori Vanderschmidt suggested changing objectives for the water system and submitted a New York Times article on water conservation. 2   She also distributed copies of three grant opportunities. 3     Vanderschmidt said the BWC should be coordinating efforts with other Town committees.  

Paul Sieloff and the Board discussed betterments and future revenue sources for the Municipal Water System.  Lori Vanderschmidt considered raising the rates for water.  Sieloff and the Board discussed increasing tax subsidies for the Water System.   Insurance ratings are a measurable betterment which Michaela Miteva noted.  Fire hydrant fees are another possible source of revenue the Board discussed.  

Justina Carlson said her concern was the direction for the future. She recapped the options that were discussed.  She advocated having a new financial model in place..  Michaela Miteva distributed a Massachusetts Department of Revenue publication called Betterments and Special Assessments. 4     

Paul Sieloff recommended more use of state representatives and continuing the search for grants.

Discussion on Water Rates
The Board decided to hold public hearing on water rates at the September 18, 2012 BWC meeting.
                
Other Business
Paul Sieloff said he had received a query removing the signs at the tank and the Boy Scout Well entrance.  The Board will look at the signs to make a determination on this.   

The Board discussed recruiting a new member.  Paul Sieloff said he had a few possible candidates.  
        
Minutes of 7/31/12
Justina Carlson moved to approve the minutes of July 31, 2012.  Bill Carlson seconded, and the motion carried 3-0.

The meeting was adjourned by consensus at 8:35 p.m.
