Board of Water Commissioners Minutes 06/05/2012

Present:  Justina Carlson, Chair; William Carlson, James Hood, Lori Vanderschmidt, Dan Wexman
Also Attending: Town Administrator Paul Sieloff; Water System Coordinator Michaela Miteva; WhiteWater Representatives Roy Maher and Russell Tierney

Chair Justina Carlson called the meeting to order at 7:08 p.m.

Bid Meeting Follow Up
Justina Carlson said that Assistant Town Administrator Tim King, after considering the bids for an operations contract, recommended WhiteWater as the Municipal Water System Operators.  WhiteWater representatives Russell Tierney and Roy Maher answered questions on contract coverage posed by Board members and Fire Chief Daniel Silverman.   

Hood moved to recommend to the Board of Selectmen the 4-hour per day contract for operation of the Municipal Water System with WhiteWater.  Vanderschmidt seconded, and the motion carried 5-0.

Homeowners' Query
The Ketchums from Circuit Avenue were present to discuss the possibility of connecting Circuit Ave. to the Municipal Water System.   The BWC said there were no plans to run pipeline under Circuit Ave.

Coordinator's Report
Michaela Miteva presented the Water System Coordinator's Report of 6/5/12.1  This included a revenue update, the WhiteWater Consumer Confidence Report and connections to date.  There was a discussion of revising the Rules and Regulations to make distinctions in commercial properties.  

Marketing
Michaela Miteva distributed a marketing card2 which she had developed as a final mailing.  BWC members discussed strategy for the June 30th deadline.  

2011 Consumer Confidence Report
The Board and Michaela Miteva had reviewed the annual report which WhiteWater prepares and distributes.  

Bill Carlson moved to approve the Consumer Confidence Report as presented and revised by Miteva.  Wexman seconded and the motion carried 5-0.  

Role of Water Commissioners
BWC members considered having a discussion with the Board of Selectmen on the role of the Water Commissioners and the future for the Municipal Water System.  

New Member Recruitment Action Plan
The Board discussed ways of recruiting a new member to replace Dan Wexman.  A newspaper advertisement, flyers and/or a presence at the Harbor Fest were possible methods.   

Other Business
Discussion returned to dealing with commercial connections.  Justina Carlson said she was willing to draft another letter to six known commercial property owners who might connect.  Lori Vanderschmidt stated that securing grant money would be advantageous.  

Minutes of 5/15/12
Vanderschmidt moved to approve the minutes of May 15, 2012.  Hood seconded, and the motion carried 4-0.

Adjournment
Bill Carlson moved to adjourn. Justina Carlson seconded, and the motion carried 5-0.  The meeting was adjourned at 8:45 p.m.
