Chair Dan Wexman called the meeting to order at 7:01 p.m.

Shut-off Tools
Fire Department Captain Thomas Ferreira explained the full-time Fire Department members’ familiarity with shut-off tools and techniques. Fire Chief Daniel Silverman had sent a memo of November 23, 20111 to the Water Commissioners concerning emergency water shut-off tools.  Captain Ferreira said he was working on a PowerPoint presentation for the full time staff on use of the tools which the Fire Department has.  Captain Ferreira said that training would be done in-house by the Fire Department.  Assistant DPW Director Paul Lindberg gave further explanation of how the shut-off valves are located and closed.  Dan Wexman said that procedure is in place and clear enough that the Water Commissioners do not need to create a policy.  However, WhiteWater will refine their procedure for handling emergency shut-off situations.  

WhiteWater Report
WhiteWater representative Roy Maher reviewed his report of December 20, 2011. 2   He addressed a coliform problem (not E. Coli) in the system and said the tank will be chlorinated tomorrow.  WhiteWater will consult with Environmental Partners Group (EPG) to arrive at solutions for keeping the system clear.   Maher had notified system users and will have a notice published on the Town website.   Maher also reported on repairs at the Coles Neck Pump Station, operations at the Boy Scout Camp well, pumping and usage statistics, and disposal of old meters.  

Water Tank Inspection Report
Doug Ballum of EPG had prepared the water tank inspection report of November 11, 2011. 3   He had included photographs of the tank.

Emergency Protocol Update
Bill Carlson will continue to work on the emergency protocol with Russell Tierney from WhiteWater.

Annual Report
Committee members examined the submission for the Annual Report which will be published in spring.  

Old Hay Road
A property owner at 75 or 175 Old Hay Rd. had made inquiries about connecting to the system, and the BWC discussed the possibility.

MOU for Open Cape
Jim Hood will be in contact with the Open Cape representative who will attend the next BWC meeting.  

Water System Coordinator’s Report
Water System Coordinator Michaela Miteva reviewed her December 20, 2011 report. 4   This included applications to date, the payment schedule, user charges and connections.  Wexman expanded on reactions to the base service fee of $75.   Discussion of the fee will be included in the agenda for a future meeting.  

Minutes 12/6/11
Wexman moved to approve the corrected minutes of December 6, 2011.  Hood seconded, and the motion carried 4-0.  

Other Business
Lori Vanderschmidt discussed the Town of Eastham’s proposal for a water system.  She said we should be discussing a regional plan with Eastham.  

Adjournment
Vanderschmidt moved to adjourn.  Wexman seconded.  The motion carried 4-0.  The meeting was adjourned at 8:38 p.m.
