Chair Dan Wexman called the meeting at 6:30 p.m.
New Members
New BWC members Bill Carlson and Jim Hood were welcomed to the Board. Since they had not yet been sworn in, they did not have voting rights at this meeting.
Payment for Committee Secretary
Beginning on July 1, 2011 the Committee Secretary’s hours are to be billed to the Water Enterprise Fund. This will become a line item for the Fiscal Year 2013 budget.
Position Description
The position description of the Water System Coordinator (WSC) was distributed1 and revised by the Board. Michaela Miteva will be serving as WSC. Mary Fisk’s position as Water System Administrator was also taken into consideration. Dan Wexman explained the role of Environmental Partners Group (EPG) as well. Bill Carlson, Lori Vanderschmidt and Michaela Miteva will work with the Town Accountant on monthly financial reports.
Beebe moved to approve the revised WSC position description for Michaela Miteva. Vanderschmidt seconded, and the motion carried 3-0.
Marina Status
Dan Wexman reported on the Marina well. The Marina needs to install a backflow preventer device. This will be an agenda item for the next meeting. Signs for potable and non-potable water at the Marina need to be marked, Beebe explained.
Tree Watering
Dan Wexman will check with Roy Maher of WhiteWater about watering the newly planted trees on Main Street.
Amsler Property – Letter
Charles Amsler had expressed interest in extending the water main down Route 6 to his property. Dan Wexman, Paul Millett and Paul Sieloff will discuss the possibility and costs with Mr. Amsler and report back to the Board.
White Tail Lane Sand Issues
Discussion of the White Tail Lane sand issues will be continued at a future meeting.
USDA Funding Status
Paul Millett of EPG had requested more information from the BWC regarding use of USDA funds, Wexman said. Wexman distributed the letter to Ron Koontz from June 17, 2011. 2
Reports
Water System Coordinator Michaela Miteva distributed her report3 and the Water System Administrator’s report4 of July 5, 2011. Miteva reviewed the list of tasks which she had completed during the period from June 21 to July 5, 2011. The Board discussed items with her and gave background information to the new members.
Work Plan
The Board reviewed the latest work plan of July 5, 2011. 5 The Board discussed the status of each item on the plan and made revisions and new assignments. Jim Hood will review the Water System contract with WhiteWater.
Wexman moved that Paul Sieloff’s name be added to those authorized to sign for deferred payments. Beebe seconded, and the motion carried 3-0.
Tour of System
Dan Wexman suggested that the new members take a tour of the well sites and tanks. Former BWC member Steve Gazzano had volunteered to conduct the tour. Either Steve Gazzano or Dan Wexman will conduct the tour along with Roy Maher from White Water.
Beebe moved to approve the deferred payments. Wexman seconded, and the motion carried 3-0.
Other Business
Lori Vanderschmidt will prepare letters of appreciation to outgoing BWC members.
Minutes of June 21, 2011
Wexman moved to approve the minutes of June 21, 2011. Vanderschmidt seconded, and the motion carried 3-0.
Adjournment
Beebe moved to adjourn. Wexman seconded. The motion carried 3-0. The meeting was adjourned at 9:09 p.m.
