Co-Chair Steve Gazzano called the meeting at 6:30 p.m.

WhiteWater Report
Russell Tierney and Roy Maher of WhiteWater discussed: new water connections for private owners and the Town; meter switch-outs and storage; a leak in Hydrant #42; both wells filling the tank; new meter storage at the former COA building; ISO work with the Fire Department; a gate for the Coles Neck well site; payment to WhiteWater; and a draft customer information sheet.1   Jean Schaefer asked about the WhiteWater bills and a possible shortfall.  

336 Main St.
Bethia Brehmer was present for the discussion of a connection to 336 Main St.  A two inch line will be necessary, Russell Tierney said.  She will need an easement from the Town to put the line through the east side of the Town-owned parking lot.  There will be a curb stop put in while the sidewalks are being completed.  

Drainage Improvements for Holbrook Ave. & Commercial St.
Environmental Partners Group (EPG) had sent a memo dated May 2, 20112   to the Water Commissioners regarding drainage improvements at Holbrook and Commercial Streets.  There will be a new two inch service installed  and fire suppression system for the commercial property at 25 Holbrook Ave.  There will be a waiver of fees because of mitigation, Gazzano said.  Alfred Pickard of 25 Holbrook Ave. was present to request that the correction be made before the street is paved.

Wexman moved to waive connection fees and the cost of appropriate water meters for 25 Holbrook Ave. and 5 Holbrook Ave. as mitigation for those property owners allowing the drainage systems to go forward on their property.  Further, reimbursement for these endeavors will be sought through a USDA grant and/or the Town of Wellfleet.  Schaefer seconded, and the motion carried 4-0.
EPG will work out the details of the stormwater drainage easement.   

Review of Annual Town Meeting
The Board is in contact with the owners of the 1050 Boundbrook Rd. property.  At Town Meeting the Article for an easement had been indefinitely postponed.  
Hatch’s Connection
Paul Sieloff said that the Hatch’s Market connection would be put in with a 2-inch line.

Work Plan
Steve Gazzano said that Board members would need to recruit new members.  He said he had updated the work plan3  but asked Mary Fisk to continue updating the plan in the future.  The “delinquent letter” is in progress.  Mary Fisk reported on the new office space.   Gazzano discussed the need for a quasi-superintendent to oversee the water system.  Paul Sieloff offered some ideas for this position.  

Curbs & Sidewalks
Steve Gazzano gave an update on the sidewalks.  The forms will be in place soon; new trees are going to be planted; and other improvements near Town Hall are planned.  Everything is to be completed by May 20, 2011.  The connection to the AIM building has also been resolved, and a future owner will have to assume the $700 debit.   Gazzano suggested a ribbon cutting ceremony to celebrate the completion of the system.  

Deferred Payments
Wexman moved to that he or Emily Beebe be authorized to sign for deferred payments.  Gazzano seconded, and the motion carried 4-0.  

Other Business
Mary Fisk asked for approval of a maintenance agreement for software program.

The owner of 11 Railroad Ave. had sent an e-mail regarding a connection to his property.4   Mary Fisk discussed this with the Board.  Dan Wexman suggested a continued discount provision to the Rules & Regulations.  

Vanderschmidt moved that if the owner of 11 Railroad Ave submits an application and pays the connection fee based on the Commercial St. access but does not physically connect until he has access off Railroad Ave., he will be able to connect through Railroad Ave. for no additional connection fee.  Schaefer seconded, and the motion carried 4-0.  

Mary Fisk reported on an e-mail from S. Dillon regarding a mandatory future connection.  She will inform him that the BWC does not have authority to require connections.  

Two houses at 9 and 11 East Commercial St. have only one curb stop.  The owner asked about getting a second connection, which the Board recommends.  Steve Gazzano will bring this up with Paul Millett.

Mary Fisk reported on homeowners who changed their minds about their connection.  There could be an issue if someone changed their mind after the application process had gone forward, she said.  

Minutes of 4/5/11
Wexman moved to approve the amended minutes of April 5, 2011.  Gazzano seconded, and the motion carried 4-0.

Adjournment
Wexman moved to adjourn.  Vanderschmidt seconded.  The motion carried 4-0.
The meeting was adjourned at 9:05 p.m.
