Co-Chair Steve Gazzano called the meeting at 6:30 p.m.

WhiteWater Report
WhiteWater representative Russell Tierney distributed the Municipal Water Supply Operations report of January 18, 20111 and reviewed the highlights of the report with the Board.  There was a change in the type of meters that will be installed because the other kind is no longer being produced, Mr. Tierney said.  He had included Environmental Partners Group (EPG) estimates and priorities in his report as well as WhiteWater’s time since August 1, 2010.  There was some discussion of the WhiteWater contract, but the document is being redrafted at this time.

Hearing on Delinquent Payments  
Jean Schaefer had drafted changes to the Rules and Regulations regarding the billing period, and Dan Wexman distributed copies of the Delinquent Accounts Billing and Water Lien Time Line2 along with the first and second water lien letters which he read into record.  The Board discussed the timeline and process.  

Schaefer moved to adopt the delinquent accounts revision for the Rules & Regulations Sections 7.1, 7.2 and 7.4.  Vanderschmidt seconded, and the motion carried 4-0.  

Schaefer distributed other sections of the Rules & Regulations and the diagram in the appendix that need revision.  Wexman moved to accept the revised diagram, Sections 7.5 Sale or Transfer of Property, 7.9 Disconnect from Water System, Meter Prices: (Subject to Market Pricing), “First billing period” definition, and Other Terms #8 on Connection Application refunds provisions,  Vanderschmidt seconded, and the motion carried 4-0.  
Gazzano closed the hearing and resumed the regular meeting at 7:30 p.m.

Administrative Assistant’s Report
Mary Fisk distributed the Administrative Assistant Report of January 18, 20113 and reported on connections that have been made to date.   

Marketing Campaign with John Goodrich and Mark Abrahams
Consultant Mark Abrahams reported on the anticipated budgets for next year.  He recommended marketing for increased revenue.  Mr. Abrahams had worked on budget projections with Jean Schaefer and Town Accountant Marilyn Crary.  John Goodrich and Dan Wexman had prepared a draft brochure Information for Abutters to the Water System. 4   Mr. Goodrich explained the material included in the draft. The Board discussed photos, testimonials and a target date for completing the brochure.  Mr. Goodrich had recommendations for a user friendly application package, which Mary Fisk will prepare.  The Board considered publishing an additional informational flyer as a follow-up project.   

Office Space Update
Paul Sieloff and Steve Gazzano recounted their visit to the former offices of the Fire Department in the Police Station.  Sieloff said the Police had planned other uses for the area; however, there might be part time space available there.  The Board informed him of the Water System’s office and computer needs.  Gazzano and Sieloff will check on space at the Police Station and speak to the Acting Chief of Police again.  

Priorities for USDA
The Board will review the draft of Preliminary Engineering Report on USDA Grant Application 1/17/11. 5  

Minutes of 1/4/11
Wexman moved to approve the minutes of January 4, 2011.  Gazzano seconded, and the motion carried 4-0.

The meeting was adjourned by consensus at 9:00 p.m.
