Co-Chair Steve Gazzano called the meeting to order at 6:37 p.m.
Review of Start-up of System
Russell Tierney reviewed the successful start-up, which was in his Operations report of November 16, 2010. 1 He said there would be more flushing of the system after Thanksgiving. Mary Fisk had questions on billing for testing and start-up of the tank. There were also questions about insurance bills. Mr. Tierney explained the cycles of running the wells at Coles Neck and the Boy Scout Camp. Wellfleet Elementary School, the Police Station and Fire Station are connected, and the Senior Center is ready. The Marina is awaiting the Administrative Consent Order (ACO) from Mass Department of Environmental Protection.
Meters
Mr. Tierney said the meters would not be available until December 22, 2010. He will try to expedite the order, but for now some connections can be made with the old meters. Connections can also be made with meter spacers with the meters installed later. Schaefer moved that new customers be allowed to connect with spacers until meters become available. Wexman seconded, and the motion carried 4-0.
Billing
There will be a trial run on billing by WhiteWater and by Mary Fisk.
WhiteWater Contract
The Water Commissioners will receive email copies of the WhiteWater contract addendum to consider for discussion with Mr. Tierney and at the next BWC meeting.
Public Hearing
Jean Schaefer explained the spreadsheets for semi-annual billing 2 which she had prepared for changes to the Rules & Regulations. The public hearing is scheduled and advertised for November 30, 2010. Gazzano suggested that Schaefer run the numbers by Financial Consultant Mark Abrahams. She and Marilyn Crary have already set a time to do this. Mary Fisk presented a sample bill 3 for the Board’s consideration.
Gazzano moved to have semi annual billing based on two periods: November 1 to April 30 and May 1 to October 31. Wexman seconded, and the motion carried 4-0.
Non-payment of Bills
Dan Wexman presented a proposed protocol for delinquent payments. 4 He explained the sequence of days past due which the Board discussed and adjusted.
Next Meeting
The agenda was set for the regular business meeting in addition to the public hearing on November 30, 2010.
Minutes of 11/2/10
Wexman moved to approve the amended minutes of November 2, 2010. Schaefer seconded, and the motion carried 3-0-1.
Other Business
Steve Gazzano discussed a leveling course for Main Street. DPW had a quote for $9,000, he said. EPG is checking if USDA funds will cover repaving the road.
A gate will be installed at the head of the Boy Scout Camp, Gazzano said.
Gazzano said there will be a dedication ceremony in spring.
