Present: Emily Beebe, Steven Gazzano, Co-Chairs; Jean Schaefer, Lori Vanderschmidt, Dan Wexman
Also Attending: Wellfleet Town Administrator Paul Sieloff, outgoing BWC Administrative Assistant Mary Fisk, WhiteWater Representative Russell Tierney, Administrative Assistant Roy Maher

Co-Chair Beebe called the meeting to order at 6:30 p.m.

WhiteWater Contract
The WhiteWater contract needs to be finalized to reflect changes that have been made.  This can be done through an addendum, Russ Tierney said.  
State Revolving Fund
Steve Gazzano reported on the status of the State Revolving Fund (SRF).  The application had been submitted on time.  
Callis Property
Both Beebe and Gazzano had attempted to contact Outer Cape Health Services, but an application for a connection needs to be made before further provisions for directional drilling are made.  The Board examined a map of the water line 1 as it passes the property on Route 6.  
Painting Tank
The painting of the outside of the water tank is expected to be finished this week.  The inside is finished and is almost cured.  
Marina Connection
The Board is sending a letter dated September 7, 2010 2 to the harbormaster requesting that the Marina be connected to Municipal Water System.  Russ Tierney explained the curb stops, meter pit and the lines that connect into the Marina now.  
 Well #3 Status
Russell Tierney distributed the WhiteWater Operations Report of September 7, 20103 which included the status of Well #3 and a number of other items regarding all the wells and the system. Customers who have been affected by problems with Well #3 will be notified so that any damage can be assessed and rectified.  Notice will also be posted on the Town website that WhiteWater will be checking on properties in question.  

Lori Vanderschmidt moved to have WhiteWater inspect meters and flush the service lines connected to the Coles Neck System.  Beebe seconded and the motion carried 5-0.  

Lori Vanderschmidt moved that any damage caused by sand intrusion is to be reimbursed by the Wellfleet Municipal Water System Enterprise Fund provided it is verified in writing by a licensed plumber.  Schaefer seconded, and the motion carried 5-0.  
Meters
WhiteWater and Environmental Partners (EPG) had recommended the same meter company that will be notified pending answers to questions from Paul Millett of EPG, the BWC and the BWC Administrative Assistant.  
Protocol for Getting Tank Started
Russell Tierney reviewed the expansion items in the WhiteWater report.  There will be a general flushing of the system and notification to all customers of start-up procedures.  Tierney also discussed “Other Items to Consider” in the report.
Additional Connection
Jean Schaefer submitted a plot plan for a property4 on a private way off Railroad Ave and off Holbrook Ave. that had expressed interest in having a curb stop at Holbrook Ave.  There was consensus that the line can be located within the layout of the private way.  
Administrative Assistant’s Report
Roy Maher distributed his Administrative Assistant Report of September 7, 20105.   He reviewed connections, finances and the connection of Town buildings.  Most of the other items had been covered, he said.   
Minutes of 8/17/10
Wexman moved to approve the minutes of August 17, 2010.  Gazzano seconded, and the motion carried 5-0.  
Mail
A letter dated August 31, 2010 from Ron Koontz6 regarding the USDA application was in the mail  
Other Business
Jean Schaefer requested more information on QuickBooks and on Harborside’s connection.  
Next Meeting Agenda
The agenda was set for September 21, 2010 meeting.  
Adjournment
Gazzano moved to adjourn.  Wexman seconded, and the motion carried 5-0.  
The meeting was adjourned at 8:40 p.m.
