Co-Chair Emily Beebe called the meeting to order at 6:36 p.m.

Water System Administrator
Mary Fisk was present to discuss the job description and duties for temporary contract services for an interim period until a permanent opening is posted.  The Water Commissioners requested her resume.  
 
USDA Funding
Paul Millett from Environmental Partners Group (EPG) distributed an information sheet of refined options for the available remaining $920,000 for Water expansion work.   For the additional small streets the estimate is $388,778.  The other options were broken down into three possibilities.  Option 1A was for 104 water services on Main St. from Howland to Bank St. Including half of the Option 1A  and the small side streets would be within the budget.  No storm drains are included.  Mr. Millett said the Town could access other USDA funds for storm drains.  The Water Commissioners considered setting aside $450,000 for the storm drains to be sure they will be covered.  Town Administrator Paul Sieloff discussed with the Board and the EPG representatives the way the money would be handled.  EPG will be preparing a new Water System application to USDA that will cover additional small roads and the system loops.  EPG will check with USDA allowances for the storm drains and additional route options when they meet with the USDA representative this Thursday.

Mr. Millett addressed the question of how soon the work on the Main St. and small streets could begin.  Paul Sieloff discussed design of future work and the loan process.    The Board discussed which combination of options would be the most workable.  The price for going out to bid was discussed.  The Board wanted that information before making a decision.  

Wexman moved to treat $107,000 as a short term loan for the change order of the work already underway.  Vanderschmidt seconded.   The motion carried 4-0.

Vanderschmidt moved to go forward, holding $450,000, spending $388,778 for the small streets.  Beebe seconded.  The motion carried 4-0.

Vanderschmidt moved that in the absence of reserving the $450,000 to go forward with Option 1A parts A & B for Main Street.  Beebe seconded, and the motion carried 4-0.

USDA Submittal Work
Mr. Millett reviewed costs for four parts of future work: 1.) Chris Drive, Mayflower, Gull Pond, Briar Lane the loop,  2.) the Taylor Hill loop, 3.)  replacing the older Coles Neck mains, and 4.) the possibility of heading down Rte. 6 into South Wellfleet and east to Wellfleet-by-the-Sea to another well site.   Paul Gabriel said that the first three items would be appropriate for placement on the Town Meeting Warrant.  This could be done in two Articles, one for the first three items and the South Wellfleet future phase in a second Article.  The proposals would be going to USDA as well.  EPG promised figures for the four parts of work.  USDA will not approve a project without the design first, Mr. Gabriel said.  USDA requires an engineering report and an environmental report, Mr. Millett said.  The Water Management Act specifies other permitting and study requirements, Mr. Gabriel said.
