| Wellfleet Board of Water Commissioners Senior Center Conference Room Tuesday, October 20, 2009 
 Present: Emily Beebe, Jean Schaefer, Lori Vanderschmidt, Dan Wexman Regrets: Steven Gazzano Also Attending: Paul Millett of Environmental Partners Group (EPG) 
 Co-Chair Emily Beebe called the meeting to order at 6:34 pm. 
 Connection Fees The Board considered options for connection fee rates based on rate per service size but could not make a decision until they hear more about Consultant Mark Abrahams other method for determining the fees based on meter equivalents.  Paul Millet explained the USDA grant process that is involved in the equation for setting the connection fees.  Mark Abrahams will be present at the next meeting, November 3, 2009, to explain the meter size equivalents.  At that time the Board should be able to set the rates.   
 Harborside Village Connection  Todd Everson of Bennett Environmental Associates and a group from Harborside Village were present to discussion connection fees for their 81-unit lot.  They were concerned about water usage rate fees.  Because Harborside is also working on their Title 5 system, they would like to keep the rates affordable.  Beebe said that the Water Commissioners were working on a rate study that should be prepared during 2010.  Everson said Harborside needed to respond to the DEP by the middle of November, 2009.   
 EPG Update Paul Millett gave an update on Robert B. Our’s progress on Contract #1, the water mains, and Contract #2 with Chicago Iron on the tank foundation.  He said there was one change order on Contract #1 so far.  Millett discussed alternative route designs that will ready for the next BWC meeting.  Millett also suggested having joint meetings with EPG, Whitewater and the financial consultant on a regular basis. 
 Special Town Meeting Hand-out Lori Vanderschmidt distributed a draft of a handout explaining a Water Enterprise Fund.  The Board refined the information sheet to be handed out at Special Town Meeting.   
 Other Business The Board drafted a letter to residents of Squire Pond Rd., Ryder Court and Circuit Court asking them to indicate their level of interest in connecting to the system even though they are not currently on the route.    
 Mail Lori Vanderschmidt said she was preparing questions for the Town Accountant.  Jean Schaefer read a letter from the Wellfleet Condominium Association Trust, currently on the Wellfleet Municipal Water System regarding their connection fees.  The Board will respond to them about setting connection fees and consideration of past connections.   
 Minutes of 9/14, 9/21, 9/29, 9/30 and 10/6 Wexman moved to approve the minutes of September 14, 2009.  Schaefer seconded, and the motion carried 4-0. 
 Wexman moved to approve the minutes of September 21, 2009.  Beebe seconded, and the motion carried 4-0. 
 Beebe moved to approve the minutes of September 29, 2009.  Schaefer seconded, and the motion carried 4-0. 
 Wexman  moved to approve the minutes of September 30, 2009.  Schaefer seconded, and the motion carried 3-0. 
 Beebe moved to approve the minutes of October 6, 2009.  Schaefer seconded, and the motion carried 3-0.
