Minutes Board of Water Commissioners July 13, 2009
Wellfleet Town Hall Conference Room, 7:00 p.m.

Those attending:  Emily Beebe, Steve Gazzano, Jean Schaefer, Lori Vanderschmidt, Dan Wexman; Visitor Jack Gould
Tower Paint
Lori Vanderschmidt made a presentation on the desirability for a design project and for the time table if we decide to move ahead.  It was agreed that the planning committee would not be allowed to submit designs for the project. The group thought that $50,000 a lot to spend for the design project.   

At the request of Steve Gazzano, Jack Gould made a short presentation on the desirability of having advertising logos on the stem of the water tower.  The logos would be chosen by local organizations giving grants for the water tower design. BWC would solicit grants.

The group asked Lori to schedule a conference call with Mr. Knight of CB&I to discuss costs of painted designs on water towers in the CB&I brochure and to discuss specifications required for a painted design. The conference call will occur July 20, at 7:00PM.
Water System Maintenance
Opening bids for the maintenance of the water system will occur July 16th 2009.  
A monthly report is required and availability of a worker on site four hours a day 365 days per year.  These are the changes for the RFP.
Connection Fees:
Jean and Dan’s document re the connection fees was discussed. The question of the Title 5 flow formula for deciding on the connection fees for single houses was discussed as the most rational way of determining fees. Rules will be uniformly applied to all applicants.

The definition of a single residence is:  ‘A residence on a single parcel where one kitchen exists.  A kitchen is a room with a working stove for preparing food.’ Dan agreed to send an email to BWC with wording for a proposed motion for connection fees concerning additional property types. A possible ‘break’ for large multi-family properties was discussed.

Emily agreed to talk with Mr. Sieloff re answering the SRF letter on extending a loan for the water system extension.

Composition of the Team for the water system extension will include: Emily Beebe, Paul Millett, The resident engineer, DPW, Rep. From RB Our, Fire Chief, Police agent, Health agent.

The group voted to elect Steve Gazzano as Co-Chair of the BWC.
