Co-Chair Moe Barocas called the meeting to order at 7:10 p.m.
Bookstore Restaurant
The Bookstore Restaurant issues are to be addressed at a meeting with the DEP July 18, 2008. Moe Barocas and Julie Willecke plan on attending. The Board discussed the idea of double plumbing with a 20% toilet flushing figure for the Bookstore. They discussed the Area to Be Served (ATBS) that the water system must provide for. The urgency of the Bookstore case was also considered. DEP’s decision on double plumbing should be made at the meeting July 18. From the floor, Steve Gazzano suggested calling double plumbing “separate systems” as a positive term.
Celeste Makely suggested more Porta-Potties at Baker’s Field and Mayo Beach to alleviate the heavy use of the Bookstore bathrooms. The secretary will write a letter to the Selectmen regarding providing more Porta-Potties.
Hydrants
Moe Barocas discussed insurance reductions for homes near fire hydrants. Paul Gabriel said that outright hydrant fees could be charged for homes within a certain radius of hydrants because of better protection and reduced insurance costs. There are approximately 700 homes that would be affected. Barocas read Paul Millet’s email on hydrants and insurance. The Fire Chief would also like input on hydrant placement.
Hook-up Request from the Juice
Barocas read a letter from Chad Williams requesting a connection to the water system. The only answer for him at this time is that there is not enough capacity. Willecke suggested a p.s. that asks him to support the expansion of the system. The difference between hooking up the Bookstore at the end of the system where flushing occurs and not hooking up the Juice was discussed.
Celeste Makely suggested getting more input from the Health Agent. She expressed her concerns about determining numbers of connections to the expanded system. There are emergency needs and there are others seeking connections. The Health Agent should be included in decision making.
Barocas discussed preparing for Special Town Meeting in fall. Willecke suggested presentation at a pre-Town Meeting. The Board discussed preparing for a Town Meeting.

User Fees
Willecke has information on other towns, and Makely has Brewster Water System material. These will be reviewed at a work session.
Mail
The FEMA letter of June 23, 2008 regarding the Mayo Creek Restoration project and the concerns of Harborside Village was read into record.
A letter from the Health Agent to owners near the Transfer Station was also in the mail.
Agenda Action List
The meter readings of actual usage and the calculation of household equivalents was an item that will be an agenda item for the next meeting.
Minutes of 6/5/08 and 6/19/08
Barocas moved to approve the minutes of June 5, 2008. Willecke seconded and the motion carried 3-0.
Barocas moved to approve the minutes of June 19, 2008. Makely seconded and the motion carried 3-0.
