Wellfleet Board of Water Commissioners
Senior Center Conference Room
Tuesday, August 21, 2007, 7:00 p.m.

Present:  Mark Berry, Chairman, Moe Barocas, Celeste Makely and Julia Willecke

Absent: Emily Beebe

Chairman Mark Berry called the meeting to order at 7:05 pm.  

Testing for Lead at Boy Scout Camp
Anthony Buttignol was present to express his concerns about use of the Boy Scout Well site because of the long-standing shooting range at that location.  He is sure that the soil is contaminated with lead from the bullets.  He read a draft letter he intends to publish on the planned water system and a desire to see a sewer system.  The Board considered his points on lead and its oxidation.  They also discussed the need for sewers with Mr. Buttignol.  Helen Miranda Wilson, former Selectman and Water Commissioner, discussed ethics and use of recusals when there is the possibility of conflict of interest, another of Mr. Buttignol’s issues.  

Moe Barocas moved to write a letter to the acting Town Administrator, Health Agent and EPG to investigate lead at the shooting range and what impact it might have on the well site.  Makely seconded, and the motion carried 4-0.  

Wilson discussed lead contamination from bullets.  Wilson also had a question about the deed for the Boy Scout camp property. The Board discussed community responsibility for potable water in town and the steps being taken to achieve this.   Wilson spoke on the role of the Board of Water Commissioners.  

Election of BWC Secretary
Berry nominated Julia Willecke as BWC Secretary. Makely seconded.  The motion to elect Willecke secretary carried 3-0.  

Meeting Re Fire Station Water
The meeting regarding the fire station water, tentatively scheduled for Sept. 20, will be moved up to Oct. 4, 2007.  

Survey and Mini-loop for Holbrook Ave.
Holbrook Mini Loop Information from EPG will be something to consider along with the survey information.  The survey information will go to EPG to create interest overlays for areas of concern.


Oyster Festival Plans
The quilt raffle will be part of the “Know Your Water” brochure.  The quilt will be on display at the Oyster Festival table.  Frequently asked questions from the survey are another handout that could be available at the Oyster Festival.  The FAQ’s from the survey will be an agenda item for the next meeting.  Also Moe Barocas and Celeste Makely will report on their subcommittee looking for private property for a water tank.

Other Business
Helen Wilson had copies of brochures on Clean Water from DEP.   Also Wilson mentioned that prior to June 19 the DPW had come to the Water Commissioners about double check valves.  This is something the BWC needs to add to the regulations.  That requires a public hearing.  

Specialized reports on water department activities that are separate from the DPW reports were considered.  Celeste Makely will investigate getting separate budget lines for the Water Commission for Fiscal Year 2009.  

Minutes of 8/7/07
Berry moved to approve the minutes of August 7, 2007.  Makely seconded, and the motion carried 3-0.

Adjournment
Barocas moved to adjourn. Willecke seconded, and the meeting adjourned at   8:50 p.m.
