Chairman Mark Berry called the meeting to order at 5:00 p.m.
ACO for Wellfleet Elementary School PWS ID #4318037
The Board of Water Commissioners (BWC) met to consider the Administrative Consent Order (ACO) for Public Water Supply ID #4318037. Barocas discussed the process leading up to the ACO. The fire station sprinkler system; an ACO as a DEP tool; bringing more demand on the system; making the existing well compliant by moving the baseball field; getting less money from paying customers; discussions with DEP, the Town Administrator and Public Works Director; fines for non-compliance; and the next steps for expansion of the water system were all considered. The BWC discussed what benefit an ACO offered the Town. The BWC felt they did not have enough information to make a recommendation on the ACO. The BWC also wanted to know about any Board of Selectmen (BOS) approval for the ACO.
Barocas moved to have Berry attend the BOS meeting and express BWC displeasure about the process and explain that the BWC does not have the information it needs to make a recommendation. Berry seconded. It was the BWC’s feeling that an ACO should be entered into as a last resort. The Board would like to meet with Paul Gabriel, Tim Smith, Mark Vincent and Dan Silverman to get more information. The motion carried unanimously 5-0.
Berry left the meeting at 5:50 p.m.
The BWC has questions and concerns and can’t approve of the ACO without the information. One alternative would be a new well and a tank with enough capacity for a sprinkler system.
Adjournment
Barocas moved to adjourn, Willecke seconded and the motion carried unanimously. The meeting adjourned at 6:30 p.m.
