Minutes of Meeting of November 7, 2006

Present:        Mark Berry, Chairman; Emily Beebe, Lynn Hiller, Moe Barocas

Absent: Erik Mitchell

Berry reviewed with the Board the location of possible hookups from the waiting list.
Twenty-two remain to be hooked up of which 18 are in proximity to the existing system.

The capacity issue was discussed.  The system is presently “over capacity” as related to planning but holding its own on actual use.  The predicted usage for 335 Main Street project is 7000 gpd.

The Board reviewed the points raised by Helen Miranda Wilson in her letter to the Board.

The public hearing was revisited with ideas for improving the presentation brought forward.  It was decided that the presentation should retain the basic structure already used with the five “WHYS.”  Barocas noted examples of failures in the absence of planning that could be used.

The Board reviewed a scripted presentation with supporting points from the PowerPoint slides for each warrant article.  Inclusion of the Administrative Consent Order, stating that any community water supply of 7500 gpd or greater would require an elevated storage tank, was seen as critical as was the requirement that any additional municipal building would need expansion of the water system.

The possibility of a well as an alternative water source for the 335 Main Street project was seen as improbable since the required 100ft. radius on the ¾ acre lot was not feasible.

The Board felt that the environmental review provided by the MEPA review that would be triggered by increased capacity through Article 3, and the ensuing public hearings, would answer any questions on the effects of drawdown.

Berry moved to adjourn.  Barocas seconded.  The motion carried 4-0 and the meeting adjourned at 10:30 a.m.
