Minutes of Meeting of November 2, 2006

Chairman Mark Berry opened the hearing at 7:05 p.m.

The Board of Water Commissioners (BWC) called the hearing to acquaint the public with the three Special Town Meeting Warrant Articles that deal with design for water expansion.  Mark Berry introduced capacity and cost issues to the audience.  

Berry narrated a PowerPoint presentation that outlined Articles 2, 3 and 4.  The audience raised questions and discussed with the BWC: siting of the water tank; connections to the existing system; the new 8” main from Cole’s Neck into town, creating a loop; the stages of expansion depicted on the conceptual plan; the waiting list for hook-ups; the over-tapped reserve for lots behind the transfer station; testing of water around the landfill, planning for a larger water system; water testing for contaminants such as endocrine disrupters, caffeine and flame retardants; quality of drinking water; chlorination of water; health standards and regulations for water;  downtown water needs; municipal buildings’ water; double plumbing of big users; use of betterments; non-flushing toilet systems; population of the town; maintenance of the water system; fire hydrants;  the impact of a catastrophic fire event; actual usage to date; pumping level draw-downs, the aquifer; discussions with Truro; Cape water lenses; problem water areas in Wellfleet; rainwater; wastewater management planning; nitrogen in the harbor; and watershed studies on the Cape.  

Discussion continued on water usage; pressure rates; using Environmental Partners; flushing at the end of the system now and flushing for a tank; material for the pipes; bottled water; use of chlorine; wastewater management; meters; regulations; water studies; the Boy Scout Camp site and the complexity of water issues for Wellfleet.

9:45 p.m.
