Local Comprehensive Wastewater Planning Committee  -  Minutes

March 12, 2013

Present – Alex Hay, Curt Felix, Ned Hitchcock, Lezli Rowell, Patrick Winslow
        Guests (by phone – Paul Gabriel, Paul Millett (EPG))

Discussed concerns raised by the new FEMA flood plain numbers, particularly relating to A and V zones, and called EPG for input regarding possible increases in costs.  EPG did not feel there was much need for concern.  Accomodating the increased requirements may add around 10% to estimated costs.  The committee agreed that, given the 25% contingency line, there was no need to increase the budget estimates. NH had emailed Joe Ducharme of Clivus-NE, who stated that he had two projects in process that had to deal with increased requirements and that they were manageable.

        CF reported that there was a useful article on our oyster project in the current issue of Cape Cod View.

        Mark Borrelli’s presentation from Provincetown Center for Coastal Studies regarding oyster population assessment should be complete before end of  March.

        Discussed committee presentation at Pre-Town Meeting and Town Meeting and whether a separate forum was needed.  NH to research possible dates and locations.

        CF reports that the Water Protection Collaborative has informally offered $75,000 for oyster project expenses.  NH confirms that was presented in budget hearing.

        CF and NH reported on the CC Commission presentation (2/13/13) on wastewater planning.  They had expressed concerns with technical and political aspects of the presentation and made a number of suggestions regarding project process.

        The committee discussed who might be able to go to Boston for the presentation of an award from the American Council of Engineering Companies to be made to the Town and EPG for work on the oyster project and storm water mitigation.
