October 16, 2012
2:30 pm
DPW Facility: 220 West Main Street, Wellfleet MA

Members Present: Curt Felix, Ned Hitchcock, Alex Hay, Lezli Rowell, Hillary-Greenberg-Lemos, Pat Winslow, John Portnoy and Christine Bates, Committee Secretary

Alex Hay called the meeting to order at 2:44.

Discussion on Bath House Committee
Ned Hitchcock reported the first Ad Hoc meeting will be 10/25/12.  He would like to make a package for the committee.  EPG provided some material and Ned would like material on the five options for the septic upgrade for Mayo Beach/Bakers Field.  Paul Gabriel or Paul Millett will attend some of the meetings.  Ned would like to invite Tim King as well.  There was discussion regarding the requirements of the Marina as well and the high usage during the summer months and holidays.

Discussion on EPG tasks moving forward
Agent Greenberg-Lemos stated there is $0.54 left in the budget.  Another application for the RFS has been submitted for additional money.  Prior to the MEP report, the committee’s scope will be water sampling from Provincetown Coastal Studies, staying the course and not starting anything new due to finances.  Comments have been received for the feasibility study from the public.  The public forum was video taped and could be put on local access TV.  Curt Felix stated reports will be coming in which could be shared with the Selectmen.  Alex Hay recommended  the committee   meet with the Shellfish Advisory Board to have a formal discussion with them, providing data, and hopefully, have them work with us and the Shellfish Warden.  This would allow Andy Koch the ability to determine what areas should be culled and which areas would be left alone to collect data regarding water quality.  Alex will contact the Shellfish Advisory Committee for a joint meeting prior to any meetings with the State.

There was an article in The Cape Codder regarding nitrogen levels which state the nitrogen is coming in from Cape Cod Bay.

Lezli Rowell moved to pay the bill for EPG; seconded by Curt Felix; passed 5-0.

Agent Greenberg-Lemos asked if anyone from the Committee would want to replace her on the Water Protection Collaborative.  Curt will check his calendar.

It was reported Andy Koch is looking to get an additional barge in order to get cultch to Black Fish Creek.  There may be grant money available or a donor.  There was discussion regarding the number of oysters taken both from commercial grants and in the wild.   DEP needs data to identify how long it will take to replenish the stock and how it affects nitrogen if there is a disease and/or an oyster population crash.  Curt Felix stated nitrogen levels start to increase in March/April, peak in August, and start declining in the fall and feels the increase is due to fish, foul, and nature in general as the cause which seems evident from the higher nitrogen levels in the surface water data from Mayo Creek.

The Herring River Draft is available for review.  A public hearing is scheduled for Nov. 8, 2012 6:00 pm at the Sr. Center.

Meeting Minutes
Minutes will be reviewed at the next meeting.

Agent Greenberg-Lemos stated there will e a meeting with the State regarding  Mayo Creek, and she is compiling a list of things to be accomplished and will revisit this topic at another meeting.  Alex Hay stated he attended a fisheries meeting and he made a statement at the meeting that it was appreciated NOAA was involved.

The next meeting will be November 13, 2012.

Alex moved to adjourn at 3:55 pm; seconded by Curt Felix; passed 5-0.

Respectfully submitted,

Christine Bates, Committee Secretary
