Comprehensive Wastewater Management Committee
July 24,  2012

Approval of Draft Interim Report
Members gave comments to Paul Gabriel.  He will insert comments into the report and give committee members a final draft.  Committee members will then vote on the final draft to make it a final report.  The final report will be presented at the August 20, 2012 public meeting.  At our next meeting on August 14, 2012 the committee will approve the final draft.  

Approval of Budget and Scope of Work
Gabriel recommended a steady schedule to discuss project alternatives and how to move forward.  Committee members must have a level of confidence as we move ahead that we will remain within the budget that we currently have.  
Hay moves to approve amendment #2 to the Wastewater Management planning contract, seconded by Rowell, all members were in favor.  Copies will be sent to Paul Sieloff for signature.  

Discussion of Estuary Project delay
Greenberg stated that Andrew Gottlieb reported at the last Water Protection Collaborative that Wellfleet’s report will not be released until June 30, 2013.  The committee members discussed this delay and how to proceed.  Greenberg will speak to Town Council about how to proceed because this appears to be a legal contracting issue.  Greenberg will also request copies of the Estuary Project Contracts and what money has been spent to date.  The report has been delayed two years in a row and the 0% loans will be running out shortly.     

Rowell mentioned that the Board of Health can begin to look at changes to their regulations based on the wastewater GIS work done by EPG.  With this tool it is possible to see where cesspools are still remaining in which watershed and how impacted the watershed is.  

There was a brief discussion about the Town of Falmouth’s wastewater planning.  The Town of Falmouth rewrote their CWMP to utilize natural systems instead of sewers.  Town meeting authorized the Committee to spend 6-7 million on natural systems for nitrogen removal.  

Committee Calendar
Committee will begin to keep a committee calendar in the Health Department.  If members schedule a meeting they will come into the office and put it on the calendar with a brief description of what the meeting will entail.  Meetings will be posted with the Town Clerk and meeting minutes provided if a quorum is present.  Meetings will be documented and an email circulated to committee members as follow up to scheduled meetings.  

Public Meeting
CLF ventures will put together the documents for distribution and the notification to the public. Felix and Gabriel will speak about ongoing activities and the development of innovative strategies and work being done towards compliance. Meeting information will be sent to commercial shellfish permit holders and the list created by EPG and CLF.

Mayo Creek
Felix reported that the meeting went well.  Annamarija Frankic will work with Felix to test the model done by WHG.  The concerns expressed by Harborside were documented and a letter outlining them will be sent to Harborside to make sure they were documented appropriately.
