Old Business:

-MEP~ SCIENTIFIC REVIEW
-Content Discussion.  The letter to County Commissioners and copies to the Board of Selectmen, Natural Resource Advisory Board, Dr. Brian Howes, SMAST, Brian Dudley, MA DEP, APCC, Representative Sarah Peake, Representative Dan Wolf, Congressman Keating, Senator Scott Brown, Senator John Kerry, Senator Therese Murray, Commissioner Ken Kimmel and Secretary Sullivan.was edited by members of the Committee as well as Gabriel and Millett.  Recommendations were made for clarification of the content of the letter and order of subject matter.   Agent Greenberg-Lemos will incorporate all the comments and resend the draft letter to all committee members and EPG.   Ned Hitchcock moved to revise and mail the letter; seconded by Lezli Rowell; passed 3-0.        

-BATH HOUSE ARTICLE FOR ATM
Gabriel provided a package for permitting issues related to bath house feasibility at Mayo Beach and Baker Field dated Feb 2012.  The Committee reviewed the various boards/committees that would be required for approval.  Discussion took place regarding possible detriments and the appropriate people to discuss the project with prior to any filing of applications.

A discussion took place regarding potential committee members because we are not at full compliment.

New Business:

Start of next phase of CWMP.
Discussion on budget.   Curt Felix stated we are waiting for the MEP report, the GIS project went as far as it can go at this time, and Gabriel stated we need to write a needs assessment report.  Paul Millett and Paul Gabriel provided a breakdown of fees which have been incurred.  There is approximately $52,000 + remaining monies as of February 1, 2012.  An interim comprehensive wastewater management plan needs assessment and an alternative analysis report will be documented by EPG, as provided in the draft table of  contents provided to the committee.  There was discussion regarding the impact of systems and water quality over the years, based on data from other areas on the Cape.  Wellfleet has a number of I/A systems which have been installed and results in water quality will not be recognized for several years.  Charts were distributed identifying the Watershed/Recharge areas, as of 02/2012 and the Drinking Well Nitrate Levels dated 01/12.   Curt Felix stated Shellfish Warden Koch requested Duck Creek shell fishing be closed to rejuvenate the population and the Shellfish Advisory Board opposed the request.   Gabriel stated the data being gathered for the Wastewater committee can be used at other committees for knowledge, remediation for shell fishing, and water quality      
information.  Felix stated based on the oyster propagation in Duck Creek and the increase in cultch, new areas can be explored.  Agent Greenberg-Lemos suggest Felix make a recommendation to add $10,000 to the Shellfish Dept for clutching.  The other option is to take the money out of the overall operation for CWWMC.  A listing of potential grants and low interest loans was distributed.  The committee may go to SPAT for possible cultch propagation money.  Felix will also have a discussion with the Shellfish Advisory Board asking for their support in additional funds for the Shellfish Department.  Gabriel stated because of the data available, the committee could be in a good position for some grants.
