Alex Hay opened the meeting at 2:46 pm.


Agent Greenberg-Lemos informed the committee the check came back from accounting to pay for the purchase of the cultch.  She stated she will forward all back-up materials to accounting, including the project proposal, Committee meeting minutes and Board of Selectmen’s meeting minutes from April.  

·        MEP Status/Build Out/Meeting with Ed Eichner recap.  Agent Greenberg-Lemos  stated she and Curt Felix met with Eichner regarding the mapping for build out for Wellfleet.  There will be two scenarios done by the University of MA, with the additional scenario at no cost.  One of the models will be based on maximum physical Town build-out the other a likely build-out based on projected population for the next 20 years.  There was discussion regarding the population based forecast and the statistical and objective nature compared to the other which is a physical maximum not reflective of any likely outcome in the next 20 years.

·~      Data mining Status - Paul Gabriel presented graphs that have been linked to a GIS monitor and Board of Health data has been inputted.  The data is broken down by nitrate levels and the installation date of the septic system. 20% of the files have been inputted.  

·        Oyster Project Status
Nancy Heywood of Wellfleet Harbor Condominiums stated she was representing the trustees.  
·        Paul Gabriel stated the camera is on order and will be mounted at the Harbor Masters building, which should be working in one week (36X zoom).  This will be in addition to the camera already there.  $1100 + / - for the camera plus installation costs.  The meter is on order and will be installed in two weeks.  Gabriel informed Heywood the camera is for security of the cultch (shellfishing) as well as watching the project.  The camera will be secure at the Harbor Master’s building and only scientists will be able to decipher the information.  Curt Felix stated the University of MA in Boston wants to house reports/data/imagery for “Green” harbors, including Boston Harbor.  Survey work will be done by kayak so as not to disturb the reef(s).  Paul Millett told Ms. Heywood the well testing would not be intrusive to the owners of the condominiums and access would be through the beach area.  Gabriel informed Ms. Heywood that the monitoring is to gather information on nitrogen loading into the Harbor and the quality of water.  We may monitor the water from the two town wells located in the vicinity as well, but that would be in the future.  Ms. Heywood stated they could park on the property and she would notify the other owners when monitoring was to be performed.  The well installation will have to get permission from Conservation Commission.  Millett stated installation of the well will be scheduled for the Wednesday after Labor Day.  There will be signs posted regarding “no access / no shell fishing” to enforce the security of the cultch.  Curt Felix explained the benefits of the project, stating scientific data may support the fact that nitrogen can be removed by oysters instead of digging up the streets.  Curt Felix stated the forum held in June is available for viewing on Channel 17 on Friday 9:00 am, and again at 8:00 am Saturday.  

·        Board Of Selectmen meeting Aug 9, 2011 – Presentation of Oyster Project/ Q&A. The Selectmen requested a presentation of the Oyster project, the current status and provide a question and answer period.  Curt Felix will make the presentation with a five to ten minute overview of the project and open up the discussion for questions/answers.   Alex Hay stated he will make a presentation to the non-resident taxpayers meeting on Aug. 18, 2011 at 6:00 pm at Preservation Hall.  It was recommended EPG be at this meeting as well.

·        New Business:  Wellfleet Marina, Mayo Beach and Baker Field Study Area – conceptual Plan July 2011:  Millett stated they have a conceptual flow for the various areas, which add up to approximately 6,000 gpd.  The leaching field could be located at the grass area at the Mayo Beach parking lot area.  The proposed beach house could be built on pilings and a location needs to be determined.  Millett stated we would need a building to house electrical equipment, etc.  It was recommended Agent Greenberg-Lemos, the Recreation Department, Beach Department and the Harbor Master verify accurate numbers supplied by Millett.  Agent Greenberg-Lemos requested Paul Millett put together a letter identifying what each department needs to look at and get verification on the number.

5/24/11:  Alex Hay moved to approve the 05/24/11 meeting minutes as amended; seconded by Curt Felix; passed~ 3-0-2.
4/26/11:  Alex Hay moved to approved the 04/26/11 meeting minutes as amended; seconded by Curt Felix; passed 4-0-1.

Bob Larsen moved to adjourn at 4:25 pm; seconded by Alex Hay; passed 5-0.
