Attendees:  Alex Hay, Ned Hitchcock, Curt Felix, Bob Larsen, Hillary Greenberg-Lemos,  Lezli Rowell, and Christine Bates, Committee Secretary

Alex Hay called the meeting to order at 2:30 am.

Recap meeting with Andrew Gottlieb and Bob Prescott:  Chair Hay stated the meeting was very informative and both parties could help the committee and the town, making sure we are on the right path as well as push the new alternatives with mitigation through natural resources.  The committee felt that working with Mashpee and Falmouth on the oyster restoration project may provide have more clout at the state level.  There was discussion regarding the zero growth, rezoning of the town, the peak season during the summer, and not being able to include 70% of property in Wellfleet because it is in the National Seashore.  Felix stated if we go toward real-time monitoring and  impact based nitrogen management, a number would be determined in the estuaries and if we were below that number  the town could potentially build up to that number.  Alex Hay recounted what Bob Prescott described with permitting process and there could be collaboration with MA Audubon.     

Felix stated Andy Koch had discussed the oyster reefs for Duck Creek with Mike Hickey of DMF.    

Forum:  June 6, 2011, 7:00 at Wellfleet with Boze Hancock discussing oyster reef decline, Rick York discussing measuring nitrogen and his work with Brian Howes (from Mashpee), and Anna Maria Frankc discussing regulatory issues.  The committee agreed to put together a two page handout for the audience.  Several boards and committees are supportive of  the forum.  Formal  invitations will be sent to state representatives (Peake, Wolfe, Keating and Veara).      

The Work Plan for Wellfleet Harbor Oyster Spawning Project brochure was reviewed in draft form.  Curt Felix stated there is money in the budget because this project was already authorized under Task 3 with EPG.   Lezli Rowell moved to approve the project; seconded by Alex Hay; passed 5-0.  

Hay stated he would contact SPAT for future funding.  Donations could be made to SPAT and there will be an “adopt an oyster” fundraiser which SPAT will oversee.  Felix will be the liaison with SPAT.  

Agent Greenberg-Lemos stated she is going to notify abutters that the Mayo Creek Restoration NOI will be reviewed again and Woods Hole Group will make a presentation on the findings.  

Felix is meeting with the commission to coordinate who is gathering data, Cape Cod Extension is funded through USDA, and they have a real-time monitor.  Nutrient gathering information could be added to the monitor.       

Curt Felix moved to approve the March 22, 2011 and March 31, 2011 meeting minutes as amended; seconded by Ned Hitchcock; passed 3-0.

Agent Greenberg-Lemos will request EPG to provide the electronic form for data collection.

Curt Felix moved to adjourn at 3:30 pm; seconded by Ned Hitchock; passed 5-0.
