Regular Meeting - Minutes


The meeting was called to order at 7:00 p.m. by Chairwoman Jacqui Beebe.  Selectmen present included Jerry Houk, Michael May, Ira Wood and Dale Donovan.  Interim Town Administrator Rex Peterson also attended.

Public Hearing
Shellfish Grant License Transfer
Grant # 733 – from Alton Atwood to Philip Allain.
Recommended by Shellfish Constable Andy Koch. Mr. Houk would like to know how would a person get on a waiting list for an available grant. Mr. Koch informed the board that currently the department does not maintain such a list.
MOTION: To move that the Board of Selectmen vote to approve transfer of Shellfish Grant #733.

Request for Extended Closing of Licensed Business
¨       Finely J. P.’s Restaurant requesting closure from Dec. 9th, 2007 – Jan. 17th, 2008
¨       The Wicked Oyster requesting closure from Nov 29th, 2007 – Jan 9th, 2008.
MOTION: To move that the Board of Selectmen vote to approve closure of Wicked Oyster & Finely J.P.’s.

Open Session & Announcements
¨       Jerry Houk discussed with the Board a report from the Police Chief regarding computerization.
¨       Rex Peterson announced a Conflict of Interest Seminar on December 10th at 1pm at the COA.
¨       Jacqui Beebe announced a public meeting at the COA about the proposed Fire Station.
¨       The $ figure printed in the warrant for the Proposed Fire Station is now $940,000 less.
¨       Dale Donovan discussed a memo from Kopleman & Page regarding Conflict of Interest, and would like that memo sent to board & committee members.
¨       Clay Schofeld representing the Cape Cod Commission requesting a 10 minute presentation on Renewable Fuels Partnership.

New Business
1.      Business License Renewals
Ira Wood disclosed that he is on the board of W.H.A.T., and recused himself from the Wellfleet Marketplace.
¨       Annual Liquor
Bookstore & Restaurant Inc., The Lighthouse Restaurant, Seaside Liquors, Wellfleet Marketplace Inc., Wellfleet Spirits Shoppe Inc., Finely J.P.’s Inc., Farrell’s Market, Wellfleet Village Center, Inc., Wellfleet Valero, The Wicked Oyster, W.H.A.T. and D’Italia’s.
MOTION: To move that the Board of Selectmen vote to approve Annual Liquor licenses except Wellfleet Marketplace.

MOTION: To move that the Board of Selectmen vote to approve Common Victualer Licenses except Wellfleet Marketplace.

MOTION: To move that the Board of Selectmen vote to approve Common Victualer with Entertainment licenses.

2.      Lisa Brown representing the Pray for Caleb Potter Display on Town Hall Lawn.
Sharen Lyndsey thanked the town for their support. Lisa Brown announced that the prayer circle had been removed from Town Hall Lawn.
3.      Conservation Restriction – Psathas, Lieutenant Island.
4.      Bob Prescott representing the Audubon Society for the Oyster Enhancement Project.
Represented by Bob Prescott. Requesting permit for research to be granted.
MOTION: To move that the Board of Selectmen vote to approve 2 acre permit for Mass Audubon Oyster Enhancement Project.

Old Business
1.      TA Search
Jacqui Beebe informed the public the progress of the search for a new TA. No decision has been made.
MOTION: To move that the Board of Selectmen vote to appoint Paul Sieloff as the new Town Administrator, pending contract negotiations and relocation.

2.      Special Town Meeting

Correspondence
Mr. Wood reviewed the Correspondence report dated 11/13 – 11/26.
¨       Special Demographic Session will take place December 12th in W. Yarmouth.
¨       Memo from Kopleman & Page regarding CPA funds.

Future Meetings/Agendas
¨       CCRTA, Flex Bus – December 11th.
¨       Second meeting in December. Tentatively December 18th
¨       Marina Advisory would like to meet the board on December 11th.
