Water Commissioners
The meeting of the Board of Water Commissioners was called to order at 6:11 p.m. by Chairwoman Helen Miranda Wilson. Commissioners present included Dale Donovan, Jerry Houk, Ira Wood and Michael May. Town Administrator Tim Smith also attended.
The Board held the continuation of the public hearing to consider amendments to the Coles Neck Municipal Water System Rules and Regulations:
· Wilson moved and Houk seconded a motion to work first on the two billing fee schedules. Donovan suggested that the Board not move ahead on fee changes until more financial data is available. On the motion, the Board voted 0-5 with all members voting against.
· Wood moved and May seconded a motion to accept the Wellfleet Municipal Water System Rules and Regulations received on December 10, 2003 and to submit them to DEP. Discussion included review of the document by the Water Issues Advisory Committee and viewing the rules and regulations document as a work in progress and breaking them down for further Board review. The Town Administrator noted that the Rules and Regulations need to be submitted to DEP by December 31st. On the motion, the Board voted 3-2, with Wilson and Houk voting against. Wilson moved to ask the Town Administrator to ask the DPW to notify those currently hooked up to
the Wellfleet Municipal Water System that the rules and regulations have been amended. The Town Administrator indicated that notification is required by statute. The motion was not seconded.
· Wilson moved that the fees for the Wellfleet Municipal Water System for the off peak period of November 15 through March 15 be as listed on page 4 of the Wellfleet Municipal Water System fee schedule. After discussion, it was noted that the Board’s vote tonight to approve the Wellfleet Municipal Water System Rules and Regulations superceded its previous vote to establish two billing fee schedules. The motion was not seconded.
· On a motion by Donovan, seconded by Wilson, the Board voted unanimously to accept M.G.L. Chapter 40, section 39J.
· Wilson moved to offer staff assistance from the DPW for the period of time that the Water Issues Advisory Committee works on the Rules and Regulations document. The Town Administrator noted that technical expertise should come from the consultant. The motion was not seconded.
On a motion by Donovan, seconded by May, the Board voted 4-1, with Wilson voting against, to adjourn the meeting of the Board of Water Commissioners at 7:02 p.m.
