Board of Water Commissioners
The meeting of the Board of Water Commissioners was called to order at 7:02 p.m. by Chairwoman Helen Miranda Wilson. Commissioners present included Dale Donovan, Michael May and Ira Wood. Commissioner Jerry Houk was absent. Town Administrator Tim Smith and Paul Gabriel of Environmental Partners Group also attended.
A general discussion of water issues ensued including changes proposed by Environmental Partners to the Cole’s Neck Municipal Water System Policy Statement and Rules and Regulations, betterments vs. a user fee system, establishing preferences for hook-ups, status of water supply on the Lower Cape, double plumbing and water conservation, system’s water budget, use and cost of a storage tank and apportioning fees and rates. The Town Administrator suggested that the entire Cole’s Neck Municipal Water System Policy Statement and Rules and Regulations document be forwarded to Town Counsel for review. Donovan suggested that a chronology of necessary actions by the Water Commissioners be developed. Donovan moved that the Board hold a public hearing on November 25 to vote on adopting the Coles
Neck Municipal Water System Rules and Regulations. The motion was not seconded at this time. Suggested changes to the rules and regulations included a map and language indicating that there would be no additional connections for a period of one year following the start up of the expanded water system. Wood suggested that proposed additions and their placement in the rules and regulations be submitted in writing by a date certain to the Administration Office for distribution. On a motion by Donovan, seconded by Wilson, the Board voted unanimously to set up a public hearing on adopting the Coles Neck Municipal Water System Rules and Regulations on November 25th. Wilson noted several questions which she would like to forward to Town Counsel – Donovan indicated that he saw no need to seek answers to these questions and Wood asked to see the questions in writing. Wilson closed the meeting of the Board of Water Commissioners at 8:47 p.m.
