Minutes of Meeting of October 7, 2003
Town Hall Hearing Room




Present:        Dale Donovan, Chair; Michael May, Jerry Houk, Helen Miranda Wilson, Ira Wood; Tim Smith, Town Administrator

The Board of Selectmen returned from its recess at the end of the Joint BOS/FinCom meeting; Chair Donovan called a brief business meeting to order at 8:12 p.m. in order to transact necessary business.
1.   Donovan announced that a meeting should be held in November to address establishment of goals for the Board of Selectmen and the Town Administrator's contract.  After discussion, Helen Wilson moved that the Board meet on Saturday, November 15, at 10:00 a.m. in the Town Hall Hearing Room; Jerry Houk seconded; the motion carried, 5-0.
2.   Helen Wilson, noting that there are at least 6 applicants waiting for BOS decisions on membership on various boards and committees, suggested that the Board hold a quick special meeting to take care of these applicants; Chair Donovan stated that this item had been scheduled for the next week's meeting.   Wilson asked Tim Smith if material from Environmental Partners would be available for BOS study before the 10-28 meeting; Smith replied affirmatively, adding that all staff would meet with Paul Gabriel to review the material and that the meeting to discuss it would be held on 11-10.
3.   Jerry Houk moved that the Board of Selectmen pursue the idea of putting the town's legal sevices out to bid again; Helen Wilson seconded the motion.  (This would involved putting out a proposal to receive estimates for services, charges per hour, etc.)  Motion carried, 5-0.  Tim Smith noted that he would need to draft an RFP (Request for Proposals) document for BOS review and asked for recommendations.
4.   Smith announced the final pre-budget meeting would be on 10-21, at which time he would review Capital Needs and Revenues with recommendations; he will be looking for direction from the BOS.  He added that it would be preferable that the BOS, as a policy setting body, inform him of the level of service it wants to provide and that the budget cuts he needs to make would stem from that.  Jerry Houk asked about the possibility of putting together two budgets for discussion: one which would present a possible override and one which would not.  Smith replied that anything above level spending will produce a $700,000 to $800,000 override.
5.   Arlene Kirsch, from the audience, stated that FinCom hopes to have a budget discussion with the BOS after all presentations are completed and before the budget policy is formulated; she noted that the town objects to any override.  Smith suggested that this meeting should occur as part of the agenda of the regular FinCom meeting of 10-22.  Houk moved that the BOS attend, for the purpose of budget discussion, the 10-22 FinCom meeting at 7:30 p.m.; May seconded; motion carried, 5-0.  Kirsch also reported her impression that the town thinks that town government is too large; Houk concurred.
Chair Donovan asked for a motion to enter Executive Session, after adjournment of and without returning to regular session, for the purpose of preliminary screening of applicants.  Jerry Houk so moved and Ira Wood seconded.  Dovovan said yes, Houk said yes, May said yes, Wilson said yes, and Wood said yes.  The regular meeting was adjourned at 8:40 p.m.
