Minutes

The meeting was called to order at 7:00 p.m. by Vice-Chairman Michael May.  Selectmen in attendance included Dale Donovan, Jerry Houk, Ira Wood and Helen M. Wilson.  Town Administrator Tim Smith also attended.

Vice-Chairman May thanked outgoing Selectmen Michael Parlante and Roger Putnam for their three years of service to the Town and welcomed and congratulated new Board members Ira Wood and Helen M. Wilson.  On a motion by Houk, seconded by May, the Board voted unanimously to send letters of appreciation to Michael Parlante and Roger Putnam.  Selectman Donovan agreed to draft the letters.

Arlene Kirsch, on behalf of the Finance Committee, congratulated the outgoing Selectmen and new Selectboard and wished it luck.

Reorganization of the Board:
-    Chairman - Wood nominated Donovan, seconded by Houk.  The Board voted 4-0-1, with Donovan abstaining, in favor of Donovan as Chairman.  Donovan chaired the meeting.
-    Vice-Chairman - Wood nominated Houk, seconded by May.  The Board voted unanimously in favor of Houk as Vice-Chairman.
-    Clerk - Houk nominated Wood, seconded by May.  The Board voted 4-0-1, with Wood abstaining, in favor of Wood as Clerk.
-    Chairman of the Water Commissioners - Houk nominated Wilson, seconded by Wood.  The Board voted 4-0-1, with Wilson abstaining, in favor of Wilson as Chairman of the Water Commissioners.
-    Chairman of the Park Commissioners - Houk nominated May, seconded by Wood.  The Board voted unanimously in favor of May as Chairman of the Park Commissioners.
-    Cape Light Compact Representative - Houk nominated Donovan.  Donovan declined the nomination and suggested that Selectman May continue in this role.  On a motion by Donovan, seconded by Wood, the Board voted unanimously that Michael May serve as the Board's representative to the Cape Light Compact.

The Town Administrator indicated his appointment of Warren J. Silva, Jr. as Transfer Station Lead Equipment Operator, Tracy DeMarco as Animal Control Officer, Sidney Chase and Norman Gill as Veterans' Agents and Ralph Bratberg, Barbara Murphy and Christine Chapman as seasonal rehires in the DPW.  Selectman May disclosed that he is an employee of the Town.  Selectman Wood requested to see job applications before voting.  A motion by Donovan to waive the BoardVeterans' Agents and DPW seasonal rehires)  On a motion by May, seconded by Donovan, the Board voted unanimously to waive the fourteen day waiting period for the appointment of Warren J. Silva, Jr. (Transfer Station Lead Equipment Operator)  Discussion included the intent of the Charter's fourteen day waiting period for Town Administrator appointments.

The Board discussed going forward with hiring a new Shellfish Constable.  Discussion included the process used in hiring the last Shellfish Constable, including Shellfish Advisory Committee members in discussion of the job description and potential interview processes.  There was consensus that the Shellfish Constable hiring process be discussed at Monday's Board meeting and that the Shellfish Advisory Committee and United Wellfleet Shellfishermen be invited to attend.

Selectman Houk suggested agenda items including:  answering letters received from Howard Cox, the Audubon and the Solid Waste Advisory Committee; meeting with various Town boards/committees; meeting with various Town Officials and Town Counsel to clarify town meeting issues; establishing a Charter Review Committee; Board policies and commented on maintaining "civility" between employees, Board members and the public.

Selectman Wood suggested scheduling a "goals" session.

Selectman Houk suggested scheduling times for Board members to receive public comment in Town Hall, perhaps once a month on a rotating schedule.

Selectwoman Wilson indicated that she does not plan to discuss Board matters other than at Board meetings and said that she prefers to receive public input all the time and questioned the value of Board members receiving comment from the public in Town Hall noting that she receives public input all the time.

Chairman Donovan asked members to give thought to the Board meeting schedule.

Clarence Smith announced that, subject to permission being granted by the Board, the Annual Memorial Day Service is scheduled for 8:30 a.m. on May 26th on the Town Hall lawn and invited all to attend.  He noted that Town Administrator Tim Smith will be the main speaker and that the Outer Cape Concert Band will play and that the Coast Guard, VFW and Scouts will be represented.

On a motion by Houk, seconded by May, the Board voted unanimously at 8:09 p.m. to adjourn.
