The Town Administrator informed the Board of the 4:00 p.m. March 27th telephone conference call to review the warrant with Town Counsel and the Moderator and the March 28th round table conference call with the Governor
Comments/Reports:
- Selectman Houk requested that agenda suggestions for the April 9th joint meeting of the Board of Water Commissioners and Board of Health be forwarded to the Administration Office.
Selectman Donovan presented his correspondence report including:
- Zoning Reform Working Group - it was noted that the Planning Board is working with this group.
- Zoning Board of Appeals re: Request of Petitioner MacGregor Hay to permanently install gifted tables on the Town property of the public Marina beach - it was suggested that this request be forwarded to Town Counsel. On a motion by Houk, seconded by May, the Board voted 4-0-1, with Parlante abstaining, to send a letter to the Board of Appeals, affirming the fact that these picnic tables have been in use, as the letter has stated, for the past nineteen years and that this Board reaffirms their use.
- Letter of Resignation from Shellfish Constable Bill Walton - Selectman Houk commended the Shellfish Constable for his response in the newspaper.
- Ann Bronsdon: snow plowing incidents and request for hearing/meeting - on a motion by Donovan, seconded by Parlante, the Board voted unanimously to respond by suggesting that Ms. Bronsdon speak to the Town Administrator regarding these issues.

The Board interviewed Ken Granlund, Jr. and Anne White for appointment to the Board of Health.
The Board held a public hearing on the application of Jon Nordahl for renewal of shellfish grant licenses #95-17 and #95-18 located at Egg Island. Selectman Parlante recused himself and left the table. Selectman Donovan read the public notice. Selectman May disclosed that he holds a commercial shellfish permit. On a motion by May, seconded by Donovan, the Board voted unanimously to approve this renewal. Selectman Parlante rejoined the Board.
The Board met with Housing Authority Chairman Steve Durkee. Mr. Durkee updated the Board on the status of progress on various Housing Authority projects including development of the four lots off Old Wharf Road and the Paine Hollow Road 4.96 acres noting unresolved issues. It was suggested that the Housing Authority go forward with projects as issues are resolved rather than waiting to bid all projects simultaneously.
The Board discussed:
a) DPW Appointment - the Town Administrator indicated his appointment of Joe Dockray as DPW Working Foreman. Selectman Houk indicated that he was not opposed to the appointment of Mr. Dockray, but suggested that per the Charter provision, the Board wait for the 14 day disapproval period to expire. On a motion by Donovan, seconded by May, the Board voted 3-2, with Houk and Putnam voting against, to approve the appointment of Joe Dockray as DPW Working Foreman.
b) Recommendation for 111-F Designation - the Town Administrator indicated that Sgt. Robert Hussey was injured by a wood chip under his right eyelid. On a motion by May, seconded by Parlante, the Board voted unanimously to approve the recommendation of the Police Chief to grant Sgt. Hussey injured-on-duty status for the dates 2/4/03, 2/5/03 and 2/10/03.
c) Business Licenses - Selectman Parlante disclosed that he is in a corporation which holds a business license and a liquor license. On a motion by Parlante, seconded by Donovan, the Board voted unanimously to approve the business licenses of Serena's Restaurant; The Dog Pound (Maguire Landing); The Dog Pound 2 (Newcomb Hollow); Ocean Reef Gifts; Kettler Gallery.
d) Seasonal Liquor License Renewals - discussion included past approval of extensions of seasonal liquor licenses to January 15th. Selectman Parlante recused himself and left the table. On a motion by May, seconded by Donovan, the Board voted unanimously 4-0 to approve the seasonal liquor licenses of Maurice's Campground, Inc.; Sweet Season's, Inc.; Wellfleet Motel & Lodge, Inc.; Christine's Oasis; Aesop's Tables; V.R.'s, Inc.; Wellfleet Wine Cellar & Spirit, Inc.; Wellfleet Beachcomber; Wellfleet Dairy Bar and Grill; Wellfleet Flea Market; Gutsy Benders, Inc. Selectman Parlante rejoined the Board.
e) Draft Letter to Governor Romney - Chairman Putnam read the draft letter. On a motion by Donovan, seconded by Parlante, the Board voted unanimously to send the letter to Governor Romney as drafted by Chairman Putnam.

f) Shellfish Constable Appointment - on a motion by Donovan, seconded by May, the Board voted unanimously to appoint Jim McGrath as Acting Shellfish Constable. It was requested that the Shellfish Constable job description be scheduled for discussion at an upcoming Board meeting.
g) STM/ATM Warrants - the Town Administrator recommended that the Board consider a $200,000 general override. Discussion of this matter was continued until next Monday's meeting.
Parlante moved and Houk seconded a motion to adjourn. Discussion of the STM/ATM warrant continued relative to the Housing Authority articles placed by the Board of Selectmen. The Board voted unanimously in favor of the motion to adjourn at 9:05 p.m.
