Present: Board of Selectmen - Roger L. Putnam, Jr., Chair, Michael May, Dale Donovan, Michael Parlante
Finance Committee - Berta Bruinooge, Chair, Patricia Foley, Ira Wood, Tim Woodman, Arlene Kirsch, Anne Suggs
Town Administrator Tim Smith and Town Accountant Marilyn Crary also attended.
Absent: Board of Selectmen - Jerry Houk

Meeting called to order at 7:00 p.m. by Board of Selectmen Chair Roger L. Putnam, Jr.
Chairman Putnam announced that the Assembly of Delegates has approved an ordinance to return $1,000,000 of surplus funds to the Towns.
#300 Elementary School - Superintendent Michael Gradone and Elementary School Chair Janis Plaue were in attendance. Ms. Plaue indicated that Elementary School Principal Teecia Kent is not in attendance tonight due to illness and noted that the proposed budget is within guidelines. Mr. Gradone presented the Elementary School budget. Discussion included increases in special needs costs and enrollment. Ms. Plaue left the table and Jim Chudomel and Mort Inger of the Regional School Committee joined Mr. Gradone who presented the Nauset Region budget. Discussion included procedure should three of the four region towns not approve the budget.
#179 Shellfish - Shellfish Constable Bill Walton was in attendance. Mr. Walton discussed his financial analysis of shellfish propagation scenarios including the purchase of quahaugs from a private grower vs. the Town propagation program noting the savings to the Town by the use of upwellers. Discussion included the use of a marina slip for an upweller and the relative lost slip revenue to the Enterprise Fund. The Shellfish Constable was asked to look into this matter with the Harbormaster.
The meeting of the Board of Selectmen recessed at 7:55 p.m.
On a motion duly made and seconded, the Finance Committee voted unanimously 6-0 to approve a transfer of $5,000 from the Reserve Fund to #945 Liability/Property/Comp Insurance budget.
Chairman Putnam reconvened the meeting of the Board of Selectmen at 8:03 p.m.
The Town Administrator noted a budget increase of $4,500 to the DPW Facilities budget for trailer rental at the Fire Department and a decrease in Recreation Department salaries and wages. He presented FY

into consideration in his analysis. It was suggested that $50,000 be placed in the Stabilization Fund; the Town Administrator recommended that the Town wait until the fall special town meeting to place funds in the Stabilization Fund. There was consensus that an article to place funds in the Stabilization Fund be included in the Annual Town Meeting warrant.
Recreation Director Becky Rosenberg and Assistant Recreation Director Angel Robinson met with the Board and Committee. Ms. Rosenberg read a statement explaining and supporting her budget as submitted. Discussion included the need to staff both the skateboard park and tennis courts with monitors, programming and fees.
The Town Administrator presented the capital budget noting that the debt service will increase $230,000 for the sweeper and Church property design. On a motion by Donovan, seconded by Parlante, the Board voted unanimously to approve the capital budget and to pass it on to the Finance Committee.
Finance Committee members left the meeting at 9:15 p.m.
The Town Administrator discussed the Marina Enterprise Budget. Selectman May recused himself. On a motion by Parlante, seconded by Donovan, the Board voted unanimously 3-0 to approve the Marina Enterprise Fund Budget as presented. Selectman May returned to the Board.
Selectman Donovan proposed that the Board consider a 1% across the board budget reduction. On a motion duly made and seconded, the Board voted 3-1, with Putnam voting against, that the proposed budgets (capital and operating) be cut by 1%.
On a motion duly made and seconded, the Board voted unanimously to adjourn at 9:21 p.m.
