Minutes
The meeting was called to order at 6:30 p.m. by Chairman Roger L. Putnam, Jr. Selectmen present included Michael May, Dale Donovan, Michael Parlante and Jerry Houk. Town Administrator Tim Smith also attended.
Selectman Donovan announced that Dana Franchitto will be performing at the "Tea and Music" presentation on Saturday at 3:00 p.m. in the Library Meeting Room.
The Board discussed submitting letter(s) regarding various bills proposed by MMA for 2003-4. There was consensus to support several bills including: local sales tax on meals, landfill capping grants for cities and towns, public employer
At 6:51 p.m. the meeting of the Board of Selectmen was adjourned and the meeting of the Board of Water Commissioners was convened by Chairman Jerry Houk.
The Board discussed water issues. Paul Gabriel and Steve Olson of Environmental Partners Group also attended. Commissioner Parlante suggested that construction of the municipal building water project be begun in the fall and completed next spring noting concern that businesses would be jeopardized by work in the spring. Mr. Gabriel outlined the proposed bid and construction schedules and nature of the work. He proposed that bids be opened at the end of February so that the Town will know if further funding is needed before Town Meeting and noted that the project could begin as soon as mid-April and could be completed before the end of the summer. Discussion included concerns regarding construction of the system during spring Marina and business activities. Commissioner Donovan suggested
that the Board simultaneously develop a master plan to address hook-up, payment and system expansion issues. On a motion by Parlante, seconded by May, the Board voted unanimously that construction not begin until after Labor Day and that work in the central district be scheduled after the Oyster Festival. Commissioner Parlante recused himself and left the table. Commissioner Putnam asked what the legal requirements are for providing water from the system to properties that the water line passes. Mr. Gabriel indicated that the property owner has a right to hook up unless there are tangible reasons for denial, such as limited system capacity, and suggested that the Board consult Town Counsel on this matter. Other discussion included the limiting factors for well capacity and the Board of Health bylaw mandating hookups. It was suggested that the Water Commissioners consider other water issues including hook-ups, methods of payment and
betterments. There was consensus that Chairman Houk discuss scheduling a joint meeting with the Board of Health with Board Chair David Breen and get back to the Commissioners with a proposed date next Monday.

On a motion by Putnam, seconded by May, the Board voted unanimously to adjourn at 7:55 p.m.
