The Town Administrator reminded the Board of its upcoming audit exit meeting scheduled for December 18th at 7:00 p.m. in the Town Hall Hearing Room.
Selectmen's Comments/Reports:
- Selectman Houk, as liaison to the Shellfish Advisory Committee, commented on the Shellfish Constablethat the Shellfish Constable, while using official Town stationery, drop the title of Shellfish Constable/Marine Biologist and use the title Shellfish Constable as stated in the Charter.

The Board met with Clay Schofield of the Cape Cod Commission and Terry Sheehan of the Volpe Center who presented the latest versions of proposed transit maps. Members of the Transportation Working Group including Assistant Town Administrator Rex Peterson, Suzanne Thomas, David Wright, Jacqui Wildes and Denny O'Connell also attended. Mr. Sheehan noted that activity centers were examined to determine routes that would make sense including access to beaches and health and human services. Mr. Schofield indicated that the Commission is interested in developing a plan for the entire Cape noting the need to develop services to address an aging population. Discussion included proposed summer and winter routes, fees, costs to the Town, limiting access to fragile Town beaches and including access to Marconi
Beach.
Correspondence:
- Letter from Arthur Croce requesting that the Town plow Dow Drive - there was consensus that the Town Administrator respond to Mr. Croce suggesting that he hire a private contractor.
The Board discussed:
a) Public Safety Review Committee - Selectman Houk requested that Vernon Jacobs' application for appointment to the Public Safety Review Committee be discussed at a future Board meeting.
b) Business Licenses - on a motion by Parlante, seconded by Donovan, the Board voted unanimously to approve the business licenses as listed on the agenda. c) Requests to Use Town Property:
- Wellfleet Gardners - on a motion by Donovan, seconded by May, the Board voted unanimously to approve the request of Wellfleet Gardners to use the Town Hall driveway on May 24, 2003 with a rain date of May 25, 2003 from 8 a.m. to 1 p.m. for a plant sale.
- American Lung Association - on a motion by Donovan, seconded by Parlante, the Board voted unanimously to approve the request of the American Lung Association of Massachusetts to use White Crest Beach Parking Lot on Sunday, September 21, 2003 from 10 a.m. to 1 p.m. for a rest stop for the 19th Annual Autumn Escape Bike Trek.
- Barbara Leddy - on a motion by Donovan, seconded by May, the Board voted unanimously to approve the request of Barbara Leddy to use the Newcomb Hollow Beach parking lot on August 16 from 4-11 p.m. to park cars for a wedding, on the condition that cars without stickers will not be allowed in the lot until the Beach Guard is gone.
- Friends of the Wellfleet Libraries - on a motion duly made and seconded, the Board voted unanimously to approve the request of the Friends of the Wellfleet Libraries to use the driveway on the east side of Town Hall and the Town Hall lawn on July 13, 2003 with a rain date of July 20, 2003 and on August 10, 2003 with a rain date of August 17, 2003 for a book sale to benefit the Wellfleet Public Library.

- W.H.A.T. - Jeff Zinn presented the request and offered to facilitate the formation of a Friends of 335 Main Street Committee. Selectman Parlante suggested that he contact Mary Fox regarding their intentions and asked the Assistant Town Administrator to facilitate communications between the parties. Selectman Donovan noted that the Board needs to proceed per the proper legal procedure for the use of Town property and the DPW Director's concerns with costs relative to filling the heating water lines with non-toxic antifreeze if the Church is to be occupied through the winter. On a motion by Houk, seconded by Parlante, the Board voted 4-1, with Donovan voting against, to approve the Wellfleet Harbor Actors Theater request to use the first floor of the "rectory" at 335 Main Street from Monday through Friday from 9 a.m. to 5 p.m. from January 1, 2003 through June 30, 2003 for general office use.
d) Minutes of 12/2/02 Pole Hearing - Selectman May disclosed that he is a Verizon retiree. On a motion by Donovan, seconded by Parlante, the Board voted unanimously to approve the minutes of the 12/2/02 Pole Hearing to set one new pole on Wigwam Street in Wellfleet.
e) Police Department Appointment - on a motion by Parlante, seconded by May, the Board voted unanimously to promote Sergeant Ron Fisette to the position of Staff Sergeant.
f) Appointment to Barnstable County Solid Waste Advisory Board - there was consensus that applications be solicited and that the Town Administrator represent the Town until a permanent appointment is made.
g) Reappointment of Assistant Harbormaster - Selectman May recused himself. On a motion by Houk, seconded by Donovan, the Board voted unanimously 4-0 to approve the reappointment of Paul Lindberg as Assistant Harbormaster. Selectman May rejoined the Board.
The Town Administrator presented the FY 2004 Capital Improvement Plan. Selectman Houk suggested that transfer station paving be considered for inclusion in the Plan. On a motion by Parlante, seconded by May, the Board voted unanimously to accept the FY 2004 Capital Improvement Plan.
On a motion duly made and seconded, the Board voted unanimously to adjourn at 8:37 p.m.
