Minutes


The meeting was called to order at 7:00 p.m. by Chairman Roger L. Putnam, Jr.  Selectmen present included Michael May, Dale Donovan, Michael Parlante and Jerry Houk.  Town Administrator Tim Smith also attended.

Helen Miranda Wilson announced that a meeting of the Water Issues Advisory Committee is scheduled for Tuesday, December 10th at 3:00 p.m. in the Town Hall Hearing Room with the Town Administrator and Health/Conservation Agent to discuss the ongoing water project and existing Coles Neck Water System.

The Board discussed:
a)  Tree Lighting - on a motion by Donovan, seconded by May, the Board voted unanimously to sponsor a tree lighting ceremony on December 6th at 4:30 p.m. for the official lighting of the trees in front of Town Hall.
b)  335 Main Street Project - the Assistant Town Administrator, Rex Peterson, outlined the options and relative costs noting that the drawings need to be brought from the schematic phase to the contract phase for procurement and grant application purposes at an estimated cost of $270,000.  The Town Administrator recommended that, at this time, the Board consider appropriating funds to upgrade the drawings rather than funding the total project.  Discussion included the number of and cost per housing unit, elevator access for elderly housing, parking, zoning requirements, determining use of the building via a Town Meeting article and determining the actual cost to taxpayers taking into consideration rent and fee collections.  On a motion by Donovan, seconded by Parlante, the Board voted unanimously to develop the information necessary to move forward towards appropriating monies for the contract phase.  It was noted that the Town Administrator is pursuing an estimate from Environmental Partners for placing utilities underground on a portion of Main Street.
c)  Shellfish Management Policy - discussion included a list of issues outlined by Chairman Putnam as follows:  focus of management of the resource the Shellfish Advisory Committee will be discussing the third section of the plan on December 12th at 7:00 p.m. at the Senior Center.
d)  Cold Weather Closure of Shellfish Areas - on a motion duly made and seconded, the Board voted unanimously that the Shellfish Constable continue using the orange ball instead of a flag when the temperature reaches 28° or below.

On a motion duly made and seconded, the Board voted unanimously at 8:44 p.m. to adjourn.
