Minutes
The meeting was called to order at 7:00 p.m. by Chairman Roger L. Putnam, Jr. Selectmen present included Michael May, Dale Donovan, Michael Parlante and Jerry Houk. Town Administrator Tim Smith also attended.
Open Session:
Ken Kimball addressed the Board to indicate his appreciation of the Memorial Day Service.
Clarence Smith addressed the Board to thank the Town Administrator and Board of Selectmen for their assistance with the Memorial Day Service.
On a motion by Parlante, seconded by May, the Board voted unanimously to approve the minutes of May 13, 2002 as presented.
On a motion by Parlante, seconded by Donovan, the Board voted unanimously to release the executive session minutes dated March 13, 2000; March 27, 2000; May 22, 2000; June 26, 2000; July 31, 2000; August 14, 2000; August 21, 2000; August 28, 2000; September 8, 2000.
The Town Administrator reminded the Board of its Friday, May 31st meeting with the auditors at 2:00 p.m. in the Town Hall Hearing Room.
Comments/Reports:
Selectman Houk announced the June 11, 7:00 p.m. meeting at the Wellfleet Elementary School with the Director of Head Start, the Superintendent of Schools and the Wellfleet Elementary School Committee to explore the possibility of before/after school day care services in Wellfleet.
Selectman Donovan presented his correspondence report. He announced the June 20th luncheon at the Council on Aging to honor the Senior of the Year and the Volunteer Appreciation breakfast scheduled for June 27th at the Council on Aging from 8 a.m. to 10 a.m. Selectman Donovan will draft a letter announcing the event. Discussion included the letter from the Open Space Committee referring a decision on the sale of Town-owned land to the Board of Selectmen and the memo from the Marina Advisory Committee regarding the disrepair of the building leased to Wellfleet Marine Corp. There was consensus to forward the memo from the Marina Advisory Committee to the Building and Needs Assessment Committee for recommendation. Selectman May read the memo from the Marina Advisory
Committee recommending that the Board adopt a policy regarding winter tie ups for vessel owners. It was requested that this matter be scheduled for discussion on a future agenda.

Requests to Use Town Property:
Cape Outback Adventures - Applicant Richard Miller was in attendance and outlined his request. On a motion by May, seconded by Donovan, the Board voted unanimously to approve the request of Richard Miller of Cape Outback Adventures to use Town landings at the end of Old Pier Road and Pleasant Point Road for launch areas for guided kayak tours.
James and Evelyn Savage Request to Install Utilities within a Public Way Town Administrator Appointments Business Licenses Dessert.
The Board met with Shellfish Constable Bill Walton to discuss:
Reorganization of the Shellfish Department - The Shellfish Constable outlined his proposal to reclassify the Shellfish Constable position to a Shellfish Constable and Marine Biologist position, to eliminate the current Assistant Shellfish Constable position and two part-time Deputy Shellfish Constable positions and to create new Senior Assistant Shellfish Constable and Junior Shellfish Constable positions and two seasonal positions of 15 hours/week for 12 weeks. Discussion included the need for a Harbor Management Plan, possibility of establishment of a Natural Resources Department and the status of current employees vis a vis the proposed new positions.

unanimously to support these draft goals for a Shellfish Management Plan. On a motion duly
made and seconded, the Board voted unanimously that Shellfish Constable Bill Walton,
under the direction of the Town Administrator and working with the NRAB, get the Harbor
Management Plan project going forward.
On a motion by Parlante, seconded by May, the Board voted unanimously at 8:39 p.m. on a roll call vote (Donovan, May, Parlante, Houk, Putnam
