Minutes of Meeting January 29, 2014

Chair Peter Hall called the meeting to order at 9:07 a.m.

Minutes
Janet Reinhart moved to approve the minutes of December 18, 2013.  Geraldine Ramer seconded, and the motion carried 6-0.  

Coalition Dues
Reinhart moved to approve payment of $1,750 for dues to the Community Preservation Coalition.  Sorkin seconded, and the motion carried 7-0.

Wellfleet Historical Museum Archives – Application #14-05
Brad Williams from the Wellfleet Historical Society and Museum came forward to discuss the application for the Historical Museum archives.  The Historical Society was willing to reduce the amount of their request to $30,000, Mr. Williams said.  He explained the need to catalog the collection.  They also need to ascertain which items need better preservation.  An intern will be available to do the initial cataloging, and the docents will learn how to do the continued cataloging, Mr. Williams said.  

Duck Creek Cemetery - Application #14-07
Cemetery Commissioner Nancy Vail explained the phased Wellfleet Cemetery restoration and preservation project that will begin with the Duck Creek Cemetery on Route 6.  She distributed an article regarding cemetery restoration in Sandwich.  She hoped the current request of $60,000 could remain in place.  Vail explained that only the interest of the cemetery perpetual care fund is available for spending.  The mapping piece of Application #14-07 would cover all the cemeteries, Vail said.  

Weidlinger Modern House - Application #14-08
President of the Cape Cod Modern House Trust Peter McMahon was present to explain the need for help with the restoration of the Weidlinger House.  He said that the funding request could be reduced to $40,000.  McMahon said the first two buildings had depended primarily on CPA money, but this time he needed funding to cover costs accrued during the leasing process with the National Park Service.  In spite of a good fundraising effort, the Modern House Trust needs additional money to complete the reconstruction period for the Weidlinger House.  He enumerated the fundraising that has made the restoration possible: the online Kickstarter program, a fundraising party and the Weidlinger Foundation and a Mass Cultural grant.  CCMT is receiving a Valuable Project award.  Mr. McMahon answered questions about administration of the modern houses and programs available to the citizens of Wellfleet.  

Finances for Project
CPC studied the readjusted figures for project to be sure that there was adequate funding if all projects are approved at Annual Town Meeting.  Town Administrator Harry Terkanian and Recreation Director Becky Rosenberg discussed the Tennis Court request.  Mr. Terkanian said the balance would be placed on the Capital Budget.  Selectman Dennis Murphy discussed the drainage system and costs for the tennis courts.  He said that the DPW could install the drainage system at a significant savings in cost.  

Approval of Projects for Annual Town Meeting
The two applications for Housing, #14-04 for Rental Assistance and #14-06 for AADUs, had previously been approved to go forward and be placed on the Warrant for Annual Town Meeting (ATM).

The remaining seven projects needed CPC approval to be placed on the ATM Warrant.

Application #14-09 Town Tennis Courts
Vermehren moved to approve Application #14-09 in the amount of $240,000 for construction of improved Tennis Courts at Baker’s Field.  Poole seconded, and the motion carried 7-0.

Application #14-02 Management of Town Records
Reinhart moved to approve Application #14-02 in the amount of $37,959 for a management system for Town Records.  Vander seconded, and the motion carried 7-0.

Application #14-03 Gull Pond Landing
Sorkin moved to approve Application #14-03 in the amount of $54,162 for restoration of the Gull Pond Landing area.  Reinhart seconded, and the motion carried 7-0.

Application #14-05 Historical Museum Archives
Thimas moved to approve Application #14-5 in the amount of $30,000 for the Cataloguing of the Historical Museum Archives.  Ramer seconded, and the motion carried 7-0.

Application # 14-07  Duck Creek Cemetery Restoration
Reinhart moved to approve Application #14-07 in the amount of $50,000 for the restoration of Duck Creek Cemetery, a first phase in a larger cemetery preservation project.  Ramer seconded, and the motion carried 7-0.

Application #14-08  Weidlinger Modern House Restoration
Sorkin moved to approve Application #14-08 in the amount of $40,000 for contribution to the restoration of the Weidlinger House.  Ramer seconded, and the motion carried 7-0.

Application #14-10 Sea Babies Playground
Vermehren moved to approve Application #14-10 in the amount of $39,728 for relocation on the Senior Center grounds and construction of a new playground for Sea Babies.  Reinhart seconded, and the motion carried 7-0.

Hamblen Park
Trudy Vermehren asked for a funding report on the Hamblen Park historic restoration project, and Coordinator Mary Rogers gave her the balance.  

Agenda for Next Meeting
Agenda for the February 26, 2014 meeting will include: recommendations for the Warrant Articles.

Adjournment
Reinhart moved to adjourn.  Thimas seconded. The motion carried 7-0.  The meeting was adjourned at 10:35 a.m.
