Minutes of Meeting November 20, 2013
Wellfleet Town Hall Hearing Room



Present: Peter Hall, Chair; Elaine McIlroy, Jan Plaue, Deirdre Poole, Geraldine Ramer, Janet Reinhart, Gary Sorkin, Donald Thimas, Trudy Vermehren

Peter Hall called the meeting to order at 9:00 a.m.

Minutes of 10/23/13
Reinhart moved to approve the minutes of October 23, 2013. Ramer seconded, and the motion carried 6-0.  

Finances
The Committee examined the financial outlook for the Fiscal Year 2015 to determine what money was available for the new applications for projects.

New Applications
CPC had received ten new applications for 2015 funding.  Committee members reviewed the applications to determine what adjustments are possible since the total requests exceed the amount of money available for projects in Fiscal Year 2015.  

AP #14-01  Library DVDs
The application request for $1,500. is to transfer VHS tapes onto DVD and to purchase a DVD recorder for historic preservation of videotaped events.  Elaine McIlroy said it was the last part of completing their copying project.  Peter Hall and Elaine McIlroy said that the Friends of the Library may be able to cover some or all of the funding.  They will bring it to the attention of the Friends of the Library and give CPC that decision at the December meeting.

AP #14-02  Town Records
Town Clerk Dawn Rickman had requested $50,000 for Town of Wellfleet Records Management. Janet Reinhart asked if there was a way to trim the request for $50,000.  Don Thimas questioned if it was preserving historic documents or following state mandated storage of records.   CPC will invite Dawn Rickman to the next meeting to explain why she is requesting $50,000 of Community Preservation Act money.  

AP #14-03  Gull Pond Landing
The Beach Department, Conservation Commission and the Natural Resources Advisory Board sponsored the application for Gull Pond Landing Erosion Mitigation and Site Improvements. The applicants will be invited back to review the project at the next meeting.  CPC members asked about use of Beach funds for the project and the estimates for the project.  

AP #14-04  Housing Rental Assistance
The Rental Assistance Program, sponsored by the Wellfleet Housing Authority, provides funding for up to three years. CPC members were interested in the number of people receiving help through the program and learning more of the demographics.  Application #14-04 requests $156,000 to continue the program.

AP #14-05  Historical Museum Archives
The Wellfleet Historical Society and Museum submitted an application for $56,500 for Cataloging the Collection of the Wellfleet Historical Society Museum.  CPC members wondered if the project request could be trimmed and asked about accessibility of historic artifacts that are in the museum.  The applicants will be invited to come to the January meeting to discuss the request.  

AP #14-06  Affordable Accessory Dwelling Units
Application #14-06 Meeting the Need: Building Affordable Year Round Rentals in Wellfleet, sponsored by the Wellfleet Housing Authority and the Wellfleet Local Housing Partnership requests $180,000 to design and build three AADUs. The project also qualifies for HOME funding, Gary Sorkin said.  

Jan Plaue moved to approve Housing Applications #14-04  and #14-06.  Thimas seconded, and the motion carried 8-0.

Before she left the meeting, Trudy Vermehren gave her opinion on several project applications which she wanted to address.

AP #14-07  Cemetery Restoration Phase I
The Cemetery Commission had requested $60,000 for Phase 1 of Town Cemeteries Restoration and Documentation. Cemetery Commissioner Nancy Vail will be invited to the January meeting to discuss the scope of the cemetery restoration project.  She will be asked to clarify numbers for each phase of the project.  

AP #14-08  Weidlinger House Restitution
The Cape Cod Modern House Trust (CCMHT) requested $50,000 for help with the restitution of the Weidlinger House. Janet Reinhart discussed the importance of the modern houses in Wellfleet.  Gary Sorkin explained the Cape Cod Modern House Trust’s need for additional funding for the Weidlinger House. CCMHT Director Peter McMahon will be invited to the January meeting.  The Committee would like to understand more about benefits to the Town of Wellfleet.  

AP #14-09  Town Tennis Courts
The Town of Wellfleet is requesting $300,000 for the Baker’s Field Tennis Court Rehabilitation.  CPC members discussed location, fees for court use, and cost of the project.  Town representatives will come to the next meeting to discuss this.

AP #14-10  Seababies Playground
Two Wellfleet residents, Liz Sorrell, President of the Board of Directors of Cape Cod Children’s Place and Kristen Roberts, Board Member of Cape Cod Children’s Place had submitted the application for $58,472 for the relocation and expansion of the SEABABIES Playground at the Council on Aging in Wellfleet. CPC members would like to know about use of parents for labor and additional fund raising for the project. The applicants will be invited back to discuss this at the December 18, 2013 meeting.  

Planning for Needs Hearing
Peter Hall and Mary Rogers will present the Annual Needs at a hearing held during the Board of Selectmen’s meeting on December 10, 2013.  The Open Space Needs list has been updated, but the other committees and boards are encouraged to review their lists for possible inclusion of regional projects.  

Annual Report
CPC okayed the draft of the 2013 Annual Report, which is due in the Administrative Office on December 13, 2013.

Agenda for Next Meeting
Agenda for the December 18, 2013 meeting will include: a report on the Needs Hearing and discussions with applicants for: the Library (if needed), Town Records, Tennis Courts, Gull Pond Landing and Seababies.

Adjournment
Jan Plaue moved to adjourn.  Deirdre Poole seconded. The motion carried 6-0.  The meeting was adjourned at 10:40 a.m.
