Minutes of Meeting October 23, 2013
Wellfleet Town Hall Hearing Room
        
Present: Peter Hall, Chair; Jan Plaue, Geraldine Ramer, Janet Reinhart, Gary Sorkin, Donald Thimas, Trudy Vermehren

Peter Hall called the meeting to order at 9:30 a.m.

Minutes
Reinhart moved to approve the minutes of September 25, 2013.  Sorkin seconded, and the motion carried 5-0.

Conversation with Historical Society Representatives
Dee Portnoy and Brad Williams were present to seek direction for an application for the Historical Museum.  They are interested in purchasing the middle section of the building, but they do not yet know the asking price.  They wondered if they could apply without an asking figure.  Later on they would apply for money for rehabilitation of the building as a separate project.  They asked about submitting an application now for purchase and planning a restoration.  The Committee encouraged Ms. Portnoy and Mr. Williams to proceed with an application to CPC and their own negotiations.  The project probably should be done in stages with a number of different applications, the Committee said.  

Finances
CPC Coordinator Mary Rogers presented an unofficial funds worksheet for Fiscal Year 2015. 1 She will work with the Town Accountant on the calculations but anticipates the available funds will be approximately $500,000. The Committee considered how the Historical Society might best be served using the Historic Reserve Balance and the Fund Balance.  

Cannon Hill Update
The Committee had requested an update on progress at Cannon Hill, but no one was available to give them a presentation.  There had been concerns regarding the Conservation Commission’s Order of Conditions not being followed.  The Conservation Commission’s minutes of October 2, 20132 with a report from Frank Corbin were included in the material for the CPC meeting.  Trudy Vermehren was able to update the Committee on progress on the project from the Conservation Commission’s point of view.  The plantings have been set, but there is a question about some that are not indigenous. Vermehren asked about payments for the project.

Needs Hearing
The Annual Needs Hearing will be scheduled during the Board of Selectmen’s meeting on December 10, 2013.

Historic Trust Fund Discussion
Something that had come to the attention of the Committee was the possibility of creating a Historic Trust Fund that would be similar to the Affordable Housing Trust Fund.  It would facilitate requests by individuals for preservation requests for historic homes.  Individuals are welcome to submit applications, but have met opposition in other towns.  The Historic Commission and CPC will give more thought to the idea of setting up program to help individuals.

Anticipated Projects
Committee members and the coordinator provided information on applications they expect to be submitted for consideration by the November 15 deadline.

Robert Kuehn Award
Members had received an e-mail notification from the Coalition regarding nominations for the Robert Kuehn Community Preservation Award2 and considered if there was any candidate they would like to suggest. There were no nominees suggested.  

Meeting Times
Janet Reinhart moved to change meeting times to 9:00 a.m.  Jan Plaue seconded ant the motion carried 7-0.

Next Meeting
The next meeting was scheduled for November 20, 2013.  Agenda will include: New Applications, Finances, Annual Report and the Needs Hearing.

Adjournment
The meeting was adjourned by consensus at 10:40 a.m.
