Minutes of Meeting September 25, 2013
Wellfleet Town Hall Hearing Room
        

Present: Peter Hall, Chair; Jan Plaue, Deirdre Poole, Janet Reinhart, Gary Sorkin, Donald Thimas, Trudy Vermehren
Regrets: Elaine McIlroy, Geraldine Ramer

Peter Hall called the meeting to order at 9:30 a.m. and welcomed new member Don Thimas to the committee.  

Letter of Appreciation
Peter Hall recommended having committee approval of all letters.   Jan Plaue moved to send the letter of appreciation to Jake Ketchum.  Sorkin seconded, and the motion carried 7-0.  CPC members signed a letter of appreciation to Jake Ketchum for his long service as a member-at-large.

Minutes of 5/22/13
Plaue moved to approve the minutes of May 22, 2013.  Reinhart seconded, and the motion carried 6-0.    

Organization
Reinhart nominated Peter Hall as Chair.  Plaue seconded.
The vote was 7-0, and Peter Hall remained Chair.

Plaue nominated Gary Sorkin as Vice-chair. Reinhart seconded.
The vote was 7-0, and Gary Sorkin continued as Vice-chair.

Report on July 11 Seminar
Several CPC members and Coordinator Mary Rogers had attended the July 11, 2013 presentation by CPA Coalition President Stuart Saginor in Eastham.  They reviewed some of the highlights of that talk.  Discussion included an idea for establishing a Historic Trust Fund that would make money available to individual homeowners for preservation of their historic homes.  The discussion will be continued at the next meeting as an agenda item.  

Estate Planning Project for Housing
Gary Sorkin and Mary Rogers have been working on a contract for the Affordable Housing Estate Planning project. They explained some of the problems involved in completing arrangements for the contract.  Janet Reinhart suggested a revision to the application, but Sorkin suggested taking out the $5,000 for legal advice.  Sorkin moved to amend the application by eliminating #3 on page 2 (legal advice) and the associated money for it ($5,000) on page 4 and specifying that all funds go into the Affordable Housing Trust Fund.
Thimas seconded, and the motion carried 7-0.

Affordable Housing Funding
Janet Reinhart, speaking on behalf of the Affordable Housing Partnership, presented a plan to increase the percentage put into Community Housing each year.  Gary Sorkin said the design competition Add-On13 for small houses that could lead to construction of those affordable houses might need the increased funding.  Committee members discussed the issue of increasing the annual 10% allotment for Housing or setting aside money for an unspecified project in advance, but the percentages will remain the same.

Overall Funding of Projects
Members examined the pie-chart that depicts all funding since 2006 by category.  This shows that 42% of all funds have gone to Affordable Housing.

Cannon Hill Historic Restoration Project
Trudy Vermehren updated the Committee on the Canon Hill project.  There have been violations of the Conservation Commission’s Order of Conditions.  CPC will invite Assistant Town Administrator Timothy King to the next meeting to address the issue.

Signs
Signs for the Hatch Cottage and the Clover Trail are ordered and should be installed very soon, according to Mary Rogers.

Agenda for the Next Meeting
Agenda for the next meeting will include: Individual Homes getting CPC Historic Funds, Planning for 2013 Needs hearing, anticipated projects, and estimated revenue for FY15.

Adjournment
Sorkin moved to adjourn.  Plaue seconded, and the motion carried 6-0.  The meeting was adjourned at 10:40 a.m.
