Community Preservation Committee
Minutes of Meeting March 27, 2013
Wellfleet Town Hall Conference Room
        

Present: Peter Hall, Chair; Elaine McIlroy, Jan Plaue, Geraldine Ramer, Janet Reinhart, Gary Sorkin, Trudy Vermehren,
Regrets: John Ketchum, Deirdre Poole

Peter Hall called the meeting to order at 9:30 a.m.

Minutes of 2/13/13
Reinhart moved to approve the corrected minutes of February 13, 2013.  Sorkin seconded, and the motion carried 5-0.

Procedures Review
The Committee discussed the policy that applicants could not come back with a second request for the same project.  They eliminated item #9 that allowed teleconferencing.  After discussing additional funding for projects, CPC members concluded that a provision should be added to item #1, the Application Deadline: Present a comprehensive budget for your project as follow-up requests for additional funding are discouraged.  

Hall moved to add the provision to the Application Guidelines.  Reinhart seconded, and the motion carried 7-0.  

Discussion with Gull Pond Working Group
Gull Pond Working Group consisting of Suzanne Thomas, Hillary Greenberg-Lemos, Lauren McKean, John Riel and John Portnoy joined the meeting to explain their proposal for restoration of the Gull Pond beach area.   They distributed plans for the proposal.  Their plans include correction of erosion issues, a hiatus in Jack’s Boat Rental, a handicap ramp, and relocation of the parking area.  They are looking for CPA support for the project.   Suzanne Thomas explained more of the features the committee hoped to provide at the beach recreation area.  The engineering costs had not yet been determined, Greenberg-Lemos explained.  There will be a transfer request for the engineering costs at Annual Town Meeting this year.  There were some preliminary estimates for around $50,000 funding the committee would be seeking.  

CPC members discussed the facets of the project in terms of Open Space, Historic use, Conservation and Recreation.   Funding from the State should be available since the pond is State-owned.  

Hall moved to encourage the project.  Plaue seconded. The motion carried 6-0.  

Agenda for Next Meeting
Agenda for the May 22, 2013 meeting will include the results of Town Meeting, Project Updates, Minutes and Mail.

Adjournment
Reinhart moved to adjourn. Vermehren seconded, and the motion carried 6-0.  The meeting was adjourned at 10:30 a.m.
