Minutes of Meeting February 13, 2013
Wellfleet Town Hall Conference Room
        

Present: Peter Hall, Chair; Jan Plaue, Deirdre Poole, Geraldine Ramer, Janet Reinhart, Gary Sorkin, Terry Gips
Regrets: Elaine McIlroy, Trudy Vermehren, John Ketchum,

Peter Hall called the meeting to order at 9:35 a.m. and welcomed new member Geraldine Ramer, representative from the Historical Commission.

Minutes of 1/23/13
Sorkin moved to approve the corrected minutes of January 23, 2013.  Poole seconded, and the motion carried 3-0.

Application #13-01 Restoration & Rehabilitation of 335 Main St. Town Park
Marla Rice of Wellfleet Preservation Hall, Inc. presented additional information on maintenance of the Town Park at 335 Main St., which is under the management of Preservation Hall.  She reported that the Conservation Commission had approved the filing for the project.  Ms. Rice answered question on the lawn in relationship to the abutting wetland.  Terry Gips of the Conservation Commission expressed the hope that Preservation Hall would set a good example for the other abutters to the wetland.  Peter Hall echoed Town Administrator Harry Terkanian’s comments from the State of the Town Address regarding the importance of Preservation Hall’s role for the center of town.  

Janet Reinhart moved to approve Application #13-01 for $20,000 for the restoration and rehabilitation of the Town Park and include it in the Town Meeting Warrant.  Plaue seconded.  There was a discussion of Preservation Hall finances and further alternative paver/lawn solutions.  Marla Rice addressed another concern about bulletin board use at Preservation Hall.  CPC discussed the need for a future comprehensive plan for the whole area around Preservation Hall.  
The motion to approve Application #13-01 for $20,000 carried 5-0-1(Sorkin).

Recommendations for Town Meeting Warrant Articles
Article Q – 335 Main Street Town Park
Plaue moved to recommend Article Q for $20,000 to rehabilitate the Town Park at 335 Main St.  Reinhart seconded, and the motion carried 6-0.

Article N - Percentages
Plaue moved to recommend the standard CPC percentage allowances in Article N.  Reinhardt seconded, and the motion carried 6-0.

Article O – Affordable Housing Estate Planning
Plaue moved to recommend Article O for $15,000 for Affordable Housing Estate Planning.  Sorkin seconded, and the motion carried 6-0.

Article P – Supplementary Funding for Pond Hill School
Reinhart moved to recommend Article P for $75,000 in supplementary funds to complete the Pond Hill School restoration project.  Poole seconded, and the motion carried 5-0-1 (Plaue).

Agenda for Next Meeting
Agenda for the March 27, 2013 meeting will include: Discussion of a Gull Pond Beach area project, Minutes and Mail.  

Adjournment
Reinhart moved to adjourn.  Hall seconded, and the motion carried 6-0.  The meeting was adjourned at 10:25 a.m.
