Minutes of Meeting March 28, 2012

Chair Peter Hall called the meeting to order at 9:30 a.m.

Minutes of 2/29/12
Sorkin moved to approve the minutes of February 29, 2012.  Poole seconded, and the motion carried 4-0.

Preparation for Town Meeting
CPC members discussed procedure for Annual Town Meeting.  

Pond Hill School Decision
Ara & Ellen Ishkanian and Carol Mageneau of the South Wellfleet Neighborhood Association/Social Union (SWNASU) were present to discuss the selection of a contractor for the restoration of Pond Hill School.  The SWNASU choice for contractor may not be able to meet the standards set by the Massachusetts Historical Commission (MHC).  If they proceed with an unapproved by MHC contractor, they will forfeit the $50,000 MHC grant.  Because CPC had considered the $50,000 MHC grant as a part of the conditions for releasing Community Preservation Funds to SWNASU, the representatives had come to the Community Preservation Committee for guidance on how to proceed with CPA funds.  Chuck Cole, President of SWNASU arrived with building plans.  He reviewed the MHC grant requirements and progress on the project.  Cole said SWNASU is still working on getting their chosen contractor approved.  Cole provided financial balance sheets of current SWNASU funding.  He asked CPC to consider the amount sufficient to meet the agreement with Wellfleet.  CPC members asked about the MHC deadline of July 1, 2012.   If this timing cannot be met, SWNASU would have to forfeit MHC money and delay the project.  Trudy Vermehren stressed the importance of setting construction costs with the chosen contractor.   Jake Ketchum said that he considered the project was worth pursuing with the contractor of SWNASUs choice, and the project could proceed with or without the MHC grant. There was more discussion of proceeding without the MHC money.  Chuck Cole said SWNASU is still pursuing additional funding for Pond Hill School.  

Hall moved that if SWNASU does not get the MHC money, CPC will continue to pay bills for Pond Hill School.  Plaue seconded.  Seeler said that CPC did not know the differential between a new bid with other contractors for a more limited project and the present bids for the full project.  

Ketchum moved to amend the motion to be contingent upon a spreadsheet that documents within a week SWNASU fundraising figures.  Vermehren seconded, and the amendment carried 6-0-1.

The motion to continue CPA funding contingent that a spreadsheet of current SWNASU finances be provided within a week carried 6-0-1.  

Agenda for Next Meeting
The next meeting will be held May 9, 2012 for discussion of Town Meeting results.  

Adjournment
Seeler moved to adjourn. Sorkin seconded, and the motion carried 6-0. The meeting was adjourned at 11:00 a.m.
