Minutes of Meeting February 29, 2012
Wellfleet Town Hall Hearing Room
        
Present: Peter Hall, Chair; Janet Reinhart, Elaine McIlroy, Deirdre Poole, Gary Sorkin, Trudy Vermehren
Regrets: John Ketchum, Marcia Seeler, Jan Plaue

Chairman Peter Hall called the meeting to order at 9:30 a.m.

Minutes of 1/25/12
Reinhart moved to approve the minutes of January 25, 2012. McIlroy seconded, and the motion carried 5-0.  

Warrant Recommendations
Reinhart moved to recommend Article N, $30,000 for the historic preservation of Town archives,    Hall seconded, and the motion carried 5-0.

Hall moved to recommend Article O, $73,500 for the historic restoration of Cannon Hill/Hamblen Park,    Reinhart seconded, and the motion carried 5-0.

McIlroy moved to recommend Article P, $100,000 for renovations to the east wing of the Wellfleet Historical Museum.  Reinhart seconded, and the motion carried 5-0.

Financial Update
Town Accountant Marilyn Crary explained the Department of Revenue (DOR) spreadsheet for Fiscal Year 2013.  

Articles Continued
Reinhart moved to recommend Article L with the corrected Budgeted Reserve of $12,654, the allocation of annual percents for CPA funds. Vermehren seconded, and the motion carried 6-0.   

Reinhart moved to recommend the amended Article M, $127,000 for the Housing Now “Buy Down” program,    Sorkin seconded, and the motion carried 6-0.

The recommendations for Articles N through P were retaken to reflect a greater number of CPC votes.
Vermehren moved to recommend Article N, $30,000 for the historic preservation of Town archives,    McIlroy seconded, and the motion carried 6-0.

Reinhart moved to recommend Article O, $73,500 for the historic restoration of Cannon Hill/Hamblen Park,    Sorkin seconded, and the motion carried 6-0.
Reinhart moved to recommend Article P, $100,000 for renovations to the east wing of the Wellfleet Historical Museum,   Vermehren seconded, and the motion carried 6-0.

Peter Hall explained the proposal for the Clover property at 40 Old County Rd.  

Sorkin moved to recommend Article Q, $100,000 for the Conservation Restriction for 40 Old County Rd. (the Clover property)   Reinhart seconded, and the motion carried 6-0.

Open Space Request for Transfer of Stewardship of Hamblen Park
Sorkin moved to approve referral of Article AA, the transfer of stewardship of Hamblen Park from the Selectmen to the Conservation Commission, to the Planning Board. Hall seconded, and the motion carried 6-0.

Agenda for Next Meeting
The next meeting will be held March 28

Adjournment
Reinhart moved to adjourn. Sorkin seconded, and the motion carried 7-0. The meeting was adjourned at 10:35 a.m.
