Minutes of Meeting January 25, 2012

Chairman Peter Hall called the meeting to order at 9:30 a.m.

Minutes of 12/28/11
Janet Reinhart moved to approve the minutes of December 12, 2011.  Marcia Seeler seconded, and the motion carried 7-0.  

#12-01 Cannon Hill Historic Restoration
John Smith and Steve Durkee presented additional information on costs for the Cannon Hill restoration proposal.  The Historical Commission had received estimates on the plants and labor.  

Seeler moved to approve the Cannon Hill Historic Restoration Application #12-01 for $73,500 for inclusion in the Annual Town Meeting Warrant.  Poole seconded, and the motion carried 7-0.  

#12-06 Old County Road – Clover Property (Open Space)
Jan Plaue of the Open Space presented the proposal for the Clover property  on Old County Rd. (Application  #12-06).  Plaue explained how the LAND grant for the property had been denied.  Open Space had learned of this only this month; therefore, the OS Committee is requesting $100,000 funding from CPA.   Dennis O’Connell and Gary Joseph of the Wellfleet Conservation Trust provided further information for the project and the history of the attempt to get the land into Conservation.  The Conservation Trust is involved in the transaction along with the Open Space Committee.  CPA funds would allow the Town to acquire a Conservation Restriction for Lot 67.1 from the Conservation Trust.  Lot 67.2 does not yet have a clear title, and the Conservation Trust will hold that property which is between Lot 67.1 and the Town-owned Conservation lot 68.  The total acreage would be approximately eight acres.  Janet Reinhart commented on the historic neighborhood of Old County Rd. where the land is situated.  O’Connell discussed protection of native habitat and access into the National Seashore trails.  

Reinhart moved to approve the Open Space application for the Clover Property for inclusion in the Annual Town Meeting Warrant.  Sorkin seconded, and the motion carried 7-0.  

Finances for 2012
The Committee reviewed the finances available for 2012 spending.  Coordinator Mary Rogers will check with the CPA Coalition and Town Accountant Marilyn Crary about holding historic and housing funds in reserve.  

Coalition Dues
Plaue moved to approve the expenditure of $1,500 for membership in the Community Preservation Coalition.  McIlroy seconded. The motion carried 7-0.

The Committee decided to continue the practice of voting to approve the Coalition dues each year for the purpose of clear bookkeeping.  

Agenda for Next Meeting
Agenda for the February 29, 2012 will include CPC finances, Town Meeting Warrant votes.

Adjournment
Plaue moved to adjourn. Poole seconded, and the motion carried 7-0. The meeting was adjourned at 10:30 a.m.
