Minutes of Meeting December 28, 2011

Chairman Peter Hall called the meeting to order at 9:30 a.m.

Agenda Additions
Reporting from the Gull Pond Affordable Homes project was added to the agenda.  

Minutes of 11/30/11
Janet Reinhart moved to approve the minutes of November 30, 2011.  Elaine McIlroy seconded, and the motion carried 6-0.  

Application #12-01 Cannon Hill Historic Restoration
Lydia Vivante, Steve Durkee and Jack Smith from the Historic Commission were present to discuss the application for the restoration of Cannon Hill/Hamblen Park.  The first concern was for maintenance of the restored area.  CPA funds do not cover maintenance of any project.  Town Administrator Paul Sieloff had provided a letter that stated the Town DPW would respond to particular situations such as fallen trees on the paths.  Because it is a natural park, Steve Durkee said, there is little need for routine maintenance.  The plantings should not require maintenance, everyone agreed.  Because the area is a sensitive site, the plants need to be brought in by hand; therefore the planting costs are high.  Snow fencing and split rail fencing are possible ways to ensure that the new plantings survive.  Elaine McIlroy suggested that the edible plants would tempt people to disregard the protective fencing to help control erosion.  Lydia Vivante said there are several small grants available to the Historic Commission for plants.   Marcia Seeler suggested an annual review of the area by a volunteer group and make recommendations for work that can be done by AmeriCorps or other volunteers.  There was more discussion on the merits of fruit-bearing shrubs.  Trudy Vermehren said the Conservation Commission could put an ongoing condition that requires an annual review of the area.  CPC members recommended a breakdown of the costs for plants, materials and labor and suggested that the figures be presented at Town Meeting.  The four sections of the present estimate should have dollar amounts, CPC said.  At the next meeting the Committee will make its decision based on the inclusion of the actual figures.  

Remote Participation in Meetings
The Town Administrator had made a request for committee opinion of allowing remote participation in meetings.  Reinhart moved to approve remote participation in meetings Discussion followed on the importance of Wellfleet residency, the effect on attendance, technology provided, the three absence allowance,   Jan Plaue moved to amend the motion with the provision “with careful consideration of the members giving timely notice of remote participation.”   Seeler seconded amendment to the motion. The motion to amend carried 7-0.
The motion to approve remote participation in meetings with careful consideration of the members giving timely notice of remote participation carried 7-0.  

Reports on Projects
The weekly reports from Abigail Chapman on progress for the Gull Pond Affordable Housing projects have been well received.  

Agenda for Next Meeting
Agenda for the January 25, 2012 meeting will include a decision on the Cannon Hill Restoration application and some project reports.   

Adjournment
Seeler moved to adjourn. Sorkin seconded, and the motion carried 7-0. The meeting was adjourned at 10:55 a.m.
